Sometimes it seemed that the sky cleared and a black, clear sky appeared. Sometimes it seemed that these black spots were clouds. The idea of ​​a new holiday was made public and presented on November 25, 2009 by the chairman of the committee, Alexander Ivanov, at the II International Youth Forum “St. Petersburg and Young Compatriots: Bridges of Cooperation in the 21st Century.” Participants were invited to support the initiative and sign a Declaration on the proclamation of this day. Representatives of 24 countries of the world became members of the International Initiative Committee and signed the Declaration, becoming co-founders of the World Day of Russian Unity: Azerbaijan, Armenia, Belarus, Greece, Georgia, Denmark, Israel, Ireland, Italy, Cyprus, Lithuania, Malta, Moldova, Poland, Portugal, Russia, Slovakia, USA, Turkey, Finland, Czech Republic, Switzerland, Sweden, Estonia. The World Day of Russian Unity was established in order to preserve the ethnocultural identity of the Russian people, positive national self-identification, the unification of Russians, the entire Russian world, interaction between the Russian community and Russia, to preserve ethnic, historical and cultural values, development, popularization of the Russian language and literature as part of the world cultural heritage, as well as further consolidation in the interests of creating a powerful intellectual, economic, spiritual and cultural Russian-speaking space in the world. The International Initiative Committee calls on other community organizations - associations of Russian compatriots around the world - to join in signing the Declaration.

It was a well-deserved reward. That's just a few facts.
One day, near Vyazma, three soldiers entered the actor’s dugout. They went on reconnaissance and asked to sing on the track. And at night one of them was brought on a stretcher.
“He moaned in unconsciousness,” Lidia Andreevna later said. - And he kept calling his mother. I sat down next to him, took his hand and quietly sang a lullaby. I sing, I can’t hold back my tears: it seems to me that it is my son who is dying. I so wanted to breathe the power of life into him with a song! He stopped thrashing about, and his hand kept getting colder... Soon they took him away... I often thought about him, but for a long time I could not find out if he was alive...
Time has passed. The concert brigade was already on another sector of the front. Performed outdoors. As soon as Ruslanova began to sing, a fighter with a Golden Star on a tunic rushed towards her. He shouts: “Mom! Mom! I found out, I remember, it was you who sang to me when I was dying.” And then, in the Sukhinichi area, Lidia Andreevna again met “her” soldier, again wounded.
“And again I stroked his bloody wound,” she recalled, “and he said that he would live to see victory if he found Ruslanova...
This is the end of the war. The last military concert.
“I’m singing the Russian song “Wide Steppe,” Lidia Andreevna continued the story, “and I see that someone is pushing people aside, making their way closer and closer to us. And suddenly he rushes straight onto the steps. I recognized him immediately, even though he had matured and become an officer, with orders all over his chest. Survived. She raised his hand and shouted: “Look! Here is a Russian soldier! Dying, he believed in Victory. And he reached Berlin. He won.”
In this amazing story, almost a legend, everything is true. And a three-time meeting. And the final joy.
But not only Ruslanova’s song “fought” at the front next to the soldiers. At the end of 1943, Lidia Andreevna, as part of a concert brigade, arrived in the Second Guards Cavalry Corps under the command of Hero of the Soviet Union, Lieutenant General Kryukov. At this time, a meeting was held in one of the regiments, at which a letter from a collective farmer was read out - she transferred her savings to the state so that with this money they could make a cannon for her artillery son. Then Lidia Andreevna spoke and said that she was donating her funds for the construction of two Katyusha batteries. Three months later, Ruslanova again arrived at the unit and solemnly “presented” her gift to the soldiers.

The name of this man in the highest echelons of power began to be repeated especially often a decade and a half ago - in November 1999. His military rank was naval - vice admiral, but his specific activities during that period were connected mainly ... with mountainous regions. This man is German Alekseevich Ugryumov. But first things first.

FROM WAR TO PEACE

The lazy relaxation of the last month of the summer of 1999, like an icy shower, was washed away by alarming news: on August 7, 400 militants under the command of Shamil Basayev and Khattab crossed the administrative border of Dagestan and occupied several villages in the south of the republic. Three days later, the so-called Islamic Shura of Dagestan adopted a declaration on the creation of an independent Muslim state and declared jihad for “liberation from centuries-old Russian occupation.” The “Holy War” was led by the same “hero” of Budennovsk and Pervomaisky, Shamil Basayev.

Within three days, federal forces, having brought up reserves to the zone of aggression, began to liberate Dagestan villages from bandits. These are the starting points in the chronicle of the counter-terrorism operation in the Caucasus. And then, in September, ground operations of federal forces in Chechnya with air support. They attacked terrorist bases and locations. In October, the 26th, the assault on Grozny and Urus-Martan began. These facts are already history, practically unknown for the younger generation, and almost forgotten for many older people.

At a government meeting on December 23, President Vladimir Putin announced the start of the peaceful phase of the operation in Chechnya. The issue of restoring the economy in the republic began to be discussed. At the same time, the General Staff of the Armed Forces outlined a new stage in the activities of the federal group in the North Caucasus, the basis of which should not have been large-scale military operations, but operations to ensure the security and normal life of the population.

It was then that military personnel, analysts and experts noticed a change in the militants' tactics. Their actions began to increasingly take the form of frenzied group and individual terror, sabotage, sabotage, elementary robbery, and hostage kidnapping. They killed from around the corner - representatives of the local administration, police officers, officers and soldiers of the federal forces, and fooled the minds of the faithful with extremist dogmas of “true Islam” imported from outside.

Taking into account the current situation and the changing nature of the militants’ actions, by the Decree of the President of the Russian Federation of January 21, 2001, the leadership of the counter-terrorism operation was transferred to the FSB. The goals and objectives of a man with a gun on the territory of the republic have changed somewhat: not to destroy in a row those who shoot, kill, rob, but to ensure the safety of civilians, those who want to live and work honestly and be in harmony with the law and their conscience. A course was taken to create conditions for the peaceful life of ordinary citizens, for the normalization process. Is there a people on earth who would not want to live peacefully, raise children, enjoy grandchildren - no matter how warlike they may be known as? We are talking about the people, and not about a gang of bandits posing as their representatives and even arbiters of destinies.

By changing the nature of the mission of the security forces and special services, the Russian leadership has deprived the trump card of those who ranted that the federal forces supposedly do not have and will never have a social base in Chechnya, where the population supposedly supports and will support the militants. Yes, there were those who “supported” – partly due to the age-old laws of teips, but more – at gunpoint. However, this phenomenon, as they believed in Moscow, would become a thing of the past when the population, tired of war, had a real opportunity to straighten up in front of this terrible Moloch and feel protected.

SCALE OF CASES AND SCALE OF PERSONALITY

So, the most important structure of the FSB - the Department for the Protection of the Constitutional Order and the Fight against Terrorism - has been headed by Deputy Director, Vice Admiral German Ugryumov, since November 1999. In January 2001, by Decree of the President of the Russian Federation, he was appointed head of the Regional Operational Headquarters in the North Caucasus. But for German Alekseevich, the war began not in Chechnya in the late 90s, but much earlier - at the end of the Soviet era, in Sumgait in 1988. It was truly a war. Perhaps no less complex, filled with human tragedies, than in Chechnya. But now we know less about it: time is running out, generations are changing.

Neither Sumgait, nor even Chechnya came as a surprise to Ugryumov. State security had information about the smoldering fires of nationalism and extremism, and it was promptly reported “to the top.” Another thing is how this information was used. He realized that the Chechen war was inevitable on the threshold of the 90s, during the tragic Armenian-Azerbaijani confrontation. Unfortunately, the dedication and heroism of the operatives who were in the thick of things and sought to prevent the impending tragedy were not supported by decisive measures at the level of government leadership.

War. She went through the life of two generations of the Ugryumov family. Alexey was born on October 10, 1948 in Astrakhan, in the family of worker Alexei Ugryumov, a participant in the Great Patriotic War. But the boy’s childhood and school years were spent at the Bishkil station in the Chebarkul district of the Chelyabinsk region. After graduating from school, he returned to Astrakhan - he studied at a ship repair vocational school. Did he think then that a significant part of his life would be connected with the Caspian Sea? Lieutenant Ugryumov joined the Caspian Flotilla in 1972 after graduating from the Higher Naval School in Baku. The conscientious, disciplined young officer, who was distinguished beyond his years by an analytical mind and broad erudition, attracted the attention of not only the command, but also representatives of military counterintelligence. After moving to serve in the authorities, he proved himself to be the best here.

In 1976, Ugryumov graduated from the Higher School of the KGB of the USSR and was assigned to a special department of the Caspian Higher Naval School. In 1984, German Alekseevich already headed a special department of the KGB flotilla. It was there that he developed as a professional.

The country was changing. People changed. And German Alekseevich, whose abilities for analysis and forecasting were further developed, could not help but see new alarming phenomena in society that were inexorably gaining strength. According to the reviews of many of his colleagues, he was an extraordinary man in all respects, for whom from his youth it was natural to think in state categories; he foresaw the coming changes even at the turn of the era. And he did what he knew well and could do in that situation - he formed a team of professionals who, without discounting the difficulties, worked for the security and integrity of the state.

One of Ugryumov’s friends told us that the scale of his personality is comparable to the scale of the country in whose service he saw his destiny. The Caspian region, Transcaucasia and the North Caucasus, the Pacific Ocean, the Barents Sea, Moscow... These are just some of the marks on the map of the Fatherland, where he had to carry out important missions. It is still not possible to talk about all of them. But some of them are already possible.

Colonel General A. Melnikov (surname changed) testifies: “I was the head of Russian military counterintelligence when a tragedy happened in the Far East: the head of a special department died. The question arose: who should replace him? I proposed the candidacy of Ugryumov. An unequivocal decision was made: to appoint him to the Pacific Fleet as head of military counterintelligence. The theater of military operations there is already larger, and the quantitative composition and scale are different.”

Lieutenant General V. Ivanishchev (surname changed): “We inspected the Directorate of Special Departments of the Pacific Fleet, visited everywhere, saw everything with our own eyes. The impression was painful. Moscow seems to have forgotten that there is such a strategically important region of Russia as Primorye. Financing and supplies were incomplete and episodic, basic economic issues regarding the arrangement of the life of officers and midshipmen had to be resolved every single day - and even these crumbs had to be begged and torn out!.. Who will appreciate this today?! I tried to present everything objectively. A simple example - there is no uniform, they come to work in anything, they forgot about the uniform. “Or maybe they also wear swimming trunks to work there?” Someone said such an offensive phrase when I reported on this.”

German Alekseevich did the right thing by asking us to come and check. It’s one thing when he himself wanders around objects and studies - this will take six months, if not more, but another thing when a qualified team arrives, checks everything and sorts it out, draws an objective picture and makes recommendations.

About ten months later we arrived with a smaller team to check what changes had taken place. In the report he wrote: “Today we arrived at a completely different department.” In less than a year, German Alekseevich radically changed the situation. He strengthened his staff, increased discipline, responsibility and, of course, productivity. And most importantly, people felt real care for themselves.”

Colonel General A. Melnikov: “In the Pacific Fleet, despite the enormous scale of work, German Ugryumov had no unsolvable issues. That is why, four years later, his candidacy was proposed for the post of deputy head of the military counterintelligence department of the FSB of Russia. A leader with his approach, acumen and knowledge was needed, who could properly organize the work and manage other departments. German Alekseevich immediately fit into the team of the VKR Directorate.”

CHECHEN MAP

And then Chechnya occupied a special place in the life and professional biography of German Ugryumov. In 1999, he was first deputy head of the 2nd department of the FSB (protection of the constitutional order and the fight against terrorism). And in November of the same year he was appointed head of this department - deputy director of the FSB. Subordinate to the admiral were the FSB Special Purpose Center, which structurally included the Alpha and Vympel groups. People from these legendary units went through Afghanistan. They were the ones who stood up to the resourceful, well-trained bearded thugs trained by foreign instructors and intelligence services. In the mid-70s, on the initiative of the then KGB chief Yuri Andropov, the training of special reservists began in order to use their knowledge, skills, and combat prowess during the “special period.”

It seems that that period of Russian history completely falls under this definition - there was enough work for specialists of this kind. Each has its own specifics. "Alpha" worked very effectively during the assault on Grozny. But at a certain stage, the top officials in the enemy camp became an important object of attention for this unit in Chechnya. And “Alpha” did its job professionally. The special forces have several major figures in their combat assets.

Field commander Baraev. Many specialists participated in the development of the operation to capture him. First of all, these are officers of the special forces of the Special Purpose Center of the FSB of the Russian Federation, of which Alpha has been structurally a part since October 1998. Two special forces detachments of the internal troops also took part in the operation: the 8th detachment “Rus” and the 12th detachment “Nizhny Tagil”. Fire cover was provided by the reconnaissance battalion of the 42nd division. “Alpha” worked “in jewelry”, in groups of about 15 people. There were several situations when it seemed that Barayev would not leave. But no. We were a fraction of a second late. In addition, the militants (in their best traditions) also hid behind women’s skirts. The same Baraev used to make contact only on the outskirts of some populated area - an attack from the air was thus excluded. But the bandit’s tricks did not help...

Another proof of Alpha’s professionalism is its careful attitude towards its personnel. However, in war it is like in war. In 2000, Alpha sniper Nikolai Shchekochikhin died in Chechnya. During the Chechen campaign, Alpha lost several more employees. But everyone’s life is priceless and unique, and German Alekseevich, who personally led many operations, and participated in some, took the death of his comrades and subordinates very hard. For Ugryumov, they really were, first of all, comrades in arms and only then subordinates...

The political and personnel reshuffle of those years, of course, could have affected the combat effectiveness of any strong unit. But Alpha survived. And life confirmed this. Alpha fighters also took part in the already mentioned operation to capture Raduev. With their active participation, Abu Umar Mohammed Al-Sayyaf, the closest follower and associate of the number one international terrorist Bin Laden, was destroyed.

Abu Umar is a field commander close in level to Khattab. Demolition instructor. Oversaw the training of miner-demolitionists. It was Umar, a native of Saudi Arabia, who headed the notorious extremist organization “Muslim Brotherhood”. It was through him that the flow of dollars went to support illegal armed groups in Chechnya. Umar first appeared on the territory of the republic together with Khattab in 1994. He was responsible for the “ideological education” of militants in the spirit of extremist ideas of “correct Islam.” It is believed that it was this international terrorist who trained the demolitionists, on whose conscience the destroyed houses and lives of civilians in Moscow, Volgodonsk, and Buinaksk were responsible.

The capture of Barayev and the destruction of Abu-Umar is the result of the painstaking work of teams of specialists in various fields. These and other special operations (some are still not declassified) were developed and carried out as part of the counter-terrorism operation in the North Caucasus with the direct participation of Admiral Ugryumov.

Ten days after the appearance of the Mountain Admiral in the North Caucasus (as Ugryumov was called behind his back), the bandits realized that he would not let him live in peace. “This one needs to be soaked first!” - rushed shrilly on the air. There is nothing surprising about this. German Ugryumov did not conduct operations from a warm office in Lubyanka. In 2000, when the first Chechen war was in full swing and the foothills had not been liberated, the Mountain Admiral, at the head of flying squads, crisscrossed the length and breadth of Chechnya.

When bandits captured three military counterintelligence officers in Ingushetia, German Ugryumov did everything to help out his comrades. I myself have traveled and walked many Chechen mountain paths. And all because he never did anything halfway - he devoted himself to his work to the end. All his life, with all his behavior, he seemed to be saying: do as I do. But life decreed that he was not responsible for Chechnya through his department for long. However, even in this relatively short period of time, the Mountain Admiral managed to do as much as other generals did not manage to do during the entire war.

It was thanks to Ugryumov that Gudermes was taken without a fight. It was under his leadership that the security officers carried out a brilliant operation to capture Raduev. They captured her beautifully: they lured her to the village and took her “warmly”, right in her mistress’s bed. For these and a number of other operations, Vice Admiral Ugryumov was awarded the title of Hero of the Russian Federation.

“On May 31, 2001, while performing military duty on the territory of the Chechen Republic, Deputy Director - Head of the Department for the Protection of the Constitutional System and the Fight against Terrorism of the Federal Security Service of the Russian Federation, Vice Admiral German Alekseevich Ugryumov, suddenly died.” These mournful lines appeared the next day in central newspapers. German Alekseevich devoted himself so recklessly, so generously to the cause he served that he did not even leave himself time to get sick - he passed away while on duty - his heart gave out. Died untimely, at 53 years old. But his life was so bright that more than one generation of operatives will hear his words in their souls: “Do as I do.”

NAME ON BOARD

The admiral's son Alexander remembers his last “stay” at home. One day, my father sat his family down at the table and talked about a Chechen orphan girl who, in order to somehow earn a living, cleaned soldiers’ shoes in Khankala. He said that when he flew to Moscow, he ordered her to be looked after and fed.

“He talks, and he looks expectantly, first at my mother, then at me,” recalls Alexander. “But he didn’t have to look for long—my mother responded almost immediately:

- Okay, Herman, take the girl. I understand you.

And my father had tears in his eyes.”

Security officials have done and are doing a lot to ensure that the Chechen Republic functions within the legal framework of the Russian Federation. So that local residents stop offering themselves to militants as cannon fodder or engaging in criminal business for their daily bread. So that they have the opportunity to work honestly and earn honestly. Then the militants will have no fuel.

The case of German Alekseevich and his colleagues lives in the realities of a revived peaceful life. Streets in his hometown of Astrakhan, Grozny, Novorossiysk, and Vladivostok were named in memory of the Mountain Admiral. In a distant, but “our” city, on one of the houses on Admiral Ugryumov Street, where the families of officers of the Pacific Fleet live, a memorial plaque was erected in his honor. The admiral's name was assigned to a warship of the Russian Navy (hull number 422). "German Ugryumov" protects the territorial waters in the Caspian Sea - where this man began his service for the benefit of the Fatherland.
