DECISION OF THE GOVERNMENT OF THE RUSSIAN FEDERATION

On the procedure for improving scholarship provision for students in federal state educational institutions vocational education

Government Russian Federation decides:

1. Establish that the budget allocations provided for the Ministry of Education and Science of the Russian Federation in the federal budget for the corresponding financial year under the subsection “Higher and Postgraduate Professional Education” of the section “Education” of the classification of budget expenditures for improving scholarship provision for students in federal state educational institutions of vocational education , are used:

a) for the payment of scholarships of the President of the Russian Federation, established by Decree of the President of the Russian Federation of September 14, 2011 N 1198 “On scholarships of the President of the Russian Federation for undergraduate and graduate students studying in areas of training (specialties) corresponding to priority areas of modernization and technological development of the Russian economy ";

b) for the payment of scholarships of the Government of the Russian Federation, established by Decree of the Government of the Russian Federation of July 20, 2011 N 600 "On scholarships of the Government of the Russian Federation for undergraduate and graduate students studying in areas of training and specialties corresponding to the priority areas of modernization and technological development of the Russian economy" ;

c) for the payment of scholarships of the Government of the Russian Federation, established by Decree of the Government of the Russian Federation of July 28, 2011 N 625 “On scholarships of the Government of the Russian Federation for students in educational programs of primary vocational and secondary vocational education, corresponding to priority areas of modernization and technological development of the economy of the Russian Federation ";

d) to increase the scholarship fund of federal state educational institutions of higher professional education in accordance with the Rules for improving scholarship provision for students of federal state educational institutions of higher professional education, approved by this resolution.

2. Approve the attached Rules for improving scholarship provision for students of federal state educational institutions of higher professional education.

3. The Ministry of Education and Science of the Russian Federation, within one month from the date of adoption of this resolution, shall approve the procedure for distributing budgetary allocations provided for the Ministry of Education and Science of the Russian Federation in the federal budget for improving scholarship provision for students in federal state educational institutions of vocational education.

ABOUT THE FORMATION OF A SCHOLARSHIP FUND

The Government of the Russian Federation decides:

1. Approve the attached:

Rules for the formation of a scholarship fund at the expense of budgetary funds;

standards for the formation of a scholarship fund at the expense of budgetary allocations federal budget.

2. Establish that the volumes of budgetary allocations of the federal budget for the formation of a scholarship fund at the expense of budgetary allocations of the federal budget to federal government bodies and other main managers of federal budget funds that are in charge of organizations that carry out educational activities for educational programs of secondary vocational and (or) higher education (hereinafter referred to as organizations), organizations that are the main managers of federal budget funds, and the Administration of the President of the Russian Federation for financial support of organizations are determined when forming the draft federal budget for the next financial year and planning period based on from total number students studying full-time training in organizations on the basis of standards for the formation of a scholarship fund at the expense of budgetary allocations of the federal budget and the Rules for the formation of a scholarship fund at the expense of budgetary appropriations of the federal budget, approved by this resolution.

3. To recognize as invalid:

RULES
FORMATION OF A SCHOLARSHIP FUND AT THE ACCOUNT OF BUDGETARY
FEDERAL BUDGET APPROPRIATIONS

1. These Rules establish the procedure for the formation of a scholarship fund at the expense of budgetary allocations from the federal budget.

2. For the purposes of these Rules, a scholarship fund at the expense of budgetary allocations of the federal budget (hereinafter referred to as the scholarship fund) means funds from the federal budget provided for by an organization carrying out educational activities in educational programs of secondary vocational and (or) higher education (hereinafter referred to as the organization), for payment of state academic scholarships to students, state social scholarships to students, state scholarships to graduate students, residents, assistant trainees, personal scholarships, scholarships of the President of the Russian Federation, scholarships of the Government of the Russian Federation and scholarships to students of preparatory departments in cases established by the Federal Law “On Education in the Russian Federation” , assigned to full-time students in order to stimulate and (or) support their development of relevant educational programs.

3. Federal state educational organizations of higher education are provided with the following as part of the scholarship fund:

funds to increase state academic scholarships for students studying in educational programs of higher education (bachelor's programs, specialty programs, master's programs) and having achievements in one or more areas of activity (academic, research, social, cultural, creative and sports );

funds to increase state academic scholarships and (or) state social scholarships for first- and second-year students studying in educational programs of higher education (bachelor’s programs, specialist’s programs) who have academic grades of “good” and “excellent” and who belong to the categories of persons with the right to receive a state social scholarship in accordance with Part 5 of Article 36 of the Federal Law "On Education in the Russian Federation", or who are students under the age of 20 with only one parent - a disabled person of group I;

funds for the payment of additional scholarships to students in military training programs at military training centers at federal state educational organizations of higher education in accordance with paragraph 1 of Article 20.1 of the Federal Law "On Military Duty and Military Service".

4. The scholarship fund of organizations under the jurisdiction of federal state bodies and other main managers of federal budget funds is formed by federal government bodies and other main managers of federal budget funds, exercising the functions and powers of the founders of such organizations, within the budgetary allocations of the federal budget provided for by the federal state authority and other main managers of federal budget funds for relevant purposes in the federal budget for the next financial year and planning period.

The scholarship fund of organizations that are the main managers of federal budget funds is formed by these organizations within the budgetary allocations of the federal budget provided for the organizations for relevant purposes in the federal budget for the next financial year and planning period.

The scholarship fund of organizations, the financial support of which is provided by the Administration of the President of the Russian Federation, is formed by the Administration of the President of the Russian Federation within the budgetary allocations of the federal budget provided for by the Administration of the President of the Russian Federation for the corresponding purposes in the federal budget for the next financial year and planning period.

Calculation of the volume of budgetary allocations of the federal budget provided for to the federal state body and other main manager of federal budget funds, as well as the organization that is the main manager of federal budget funds, for relevant purposes in the federal budget for the next financial year and planning period, is carried out by this body, other main the manager of federal budget funds and the organization that is the main manager of federal budget funds, based on the total number of full-time students at the expense of budgetary allocations from the federal budget in the relevant organizations and standards for the formation of a scholarship fund at the expense of budgetary allocations from the federal budget, approved by the Government of the Russian Federation.

The scholarship fund of organizations under the jurisdiction of the constituent entities of the Russian Federation, as well as municipal and private organizations, is formed by the Ministry of Science and Higher Education of the Russian Federation and the Ministry of Education of the Russian Federation in accordance with the established areas of jurisdiction within the limits of the federal budget funds allocated to these ministries in the following cases:

when establishing target numbers for admission to training in professions, specialties and areas of training for organizations under the jurisdiction of the constituent entities of the Russian Federation, municipal and private organizations at the expense of budgetary allocations from the federal budget;

upon admission to educational programs of secondary vocational and (or) higher education in organizations under the jurisdiction of the constituent entities of the Russian Federation, municipal and private organizations foreign citizens and stateless persons within the quota for education of foreign citizens in the Russian Federation established by the Government of the Russian Federation;

when assigning scholarships of the President of the Russian Federation, the Government of the Russian Federation and (or) personal scholarships paid from budgetary allocations of the federal budget to students and graduate students studying in organizations under the jurisdiction of the constituent entities of the Russian Federation, municipal and private organizations.

Calculation of the volume of budgetary allocations of the federal budget provided for by the Ministry of Science and Higher Education of the Russian Federation and the Ministry of Education of the Russian Federation in accordance with the established areas of competence for the relevant purposes in the federal budget for the next financial year and planning period is carried out by the indicated ministries based on the total number of full-time students form of education at the expense of budgetary allocations from the federal budget in organizations under the jurisdiction of the constituent entities of the Russian Federation, as well as in municipal and private organizations and standards for the formation of a scholarship fund at the expense of budgetary allocations from the federal budget approved by the Government of the Russian Federation.

5. Budgetary allocations from the federal budget provided for the formation of the scholarship fund are brought in accordance with the established procedure:

to organizations under the jurisdiction of federal government bodies and other main managers of federal budget funds, organizations that are the main managers of federal budget funds, organizations whose financial support is provided by the Administration of the President of the Russian Federation, by providing subsidies for other purposes to budgetary (autonomous) institutions or bringing the limits of budget obligations to government institutions;

to organizations under the jurisdiction of constituent entities of the Russian Federation, municipal and private organizations.

6. The volume of scholarship funds of organizations is calculated using the formula:

Ai is the standard for the formation of a scholarship fund, approved by the Government of the Russian Federation in relation to state academic scholarships for students and state scholarships for graduate students, residents and assistant trainees, for the i-th level of education;

kai is the average annual number of full-time students at the i-th level of education, the average annual number of graduate students, residents, and assistant trainees studying full-time;

Si - standard for the formation of a scholarship fund, approved by the Government of the Russian Federation, in relation to state social scholarships for students, for the i-th level of education;

ksi - the average annual number of full-time students at the i-th level of education who are entitled to receive a state social scholarship in accordance with Part 5 of Article 36 of the Federal Law "On Education in the Russian Federation";

Pi- size i scholarship of the President of the Russian Federation established for i-th scholarship President of the Russian Federation;

Kpi - the number of students in the organization who are recipients of the i-th scholarship of the President of the Russian Federation;

Gi is the amount of the i-th scholarship of the Government of the Russian Federation, established for the i-th scholarship of the Government of the Russian Federation;

kGi is the number of students in the organization who are recipients of the i-th scholarship of the Government of the Russian Federation;

Jg- size g personal scholarship;

kJg - the number of students in the organization who are scholarship holders of the g-th scholarship;

Sl - the amount of scholarship paid to students of preparatory departments of federal state educational organizations of higher education, studying at the expense of budgetary allocations of the federal budget, approved by the Government of the Russian Federation;

ksl - the number of students in preparatory departments of federal state educational institutions of higher education, studying at the expense of federal budget allocations, belonging to the categories of persons established by part 7 of article 71 and part 7 of article 78 of the Federal Law "On Education in the Russian Federation";

RKm - the size of the regional coefficient established by the Government of the Russian Federation for work in the regions of the Far North and equivalent areas, applied in m-th subject Russian Federation.

The average annual number of students is calculated taking into account the number of students at the beginning of the billing period, changes in the number of students during the billing period (12 months) in connection with the new admission and graduation of students, as well as the arrival and departure of individual students before graduation.

7. The volume of budgetary allocations provided for by the federal government educational organization higher education for the next financial year as part of the scholarship fund for the payment of state academic scholarships in an increased amount to students studying in educational programs of higher education (bachelor's programs, specialty programs, master's programs) and having achievements in any one or more areas of activity (academic , scientific research, social, cultural, creative and sports) received during the year preceding the increase in the state academic scholarship, and meeting one or more criteria established by the Ministry of Science and Higher Education of the Russian Federation, is calculated as 20 percent of the volume of budgetary allocations of the federal budget provided for by such an organization for the next financial year for the payment of state academic scholarships to students and state scholarships to graduate students, residents, and assistant trainees.

8. The volume of budgetary allocations provided for by the federal state educational organization of higher education for the next financial year as part of the scholarship fund for the payment of state academic scholarships and (or) state social scholarships in an increased amount to first- and second-year students studying in educational programs of higher education (programs undergraduate, specialist programs) with academic performance ratings of “good” and “excellent” and belonging to the categories of persons entitled to receive a state social scholarship in accordance with Part 5 of Article 36 of the Federal Law “On Education in the Russian Federation”, or who are students in under the age of 20, who have only one parent - a disabled person of group I, in an amount not less than the subsistence minimum per capita for the Russian Federation as a whole, established by the Government of the Russian Federation in accordance with paragraph 2 of Article 4 of the Federal Law "On the subsistence minimum in the Russian Federation ", taking into account state academic and (or) state social scholarships assigned to students, is calculated as 10 percent of the volume of federal budget allocations provided for such an organization for the next financial year for the payment of state academic scholarships to students and state scholarships to graduate students, residents, and assistant trainees.

improving scholarship provision for students of federal state educational institutions of higher professional education
(approved by Decree of the Government of the Russian Federation of November 18, 2011 N 945)

I. General provisions

1. These Rules establish the procedure for improving the provision of scholarships to students studying at federal state educational institutions of higher professional education on a full-time basis at the expense of the federal budget for the main educational programs of higher professional education (hereinafter referred to as students, institutions of higher professional education, respectively).

2. In order to improve the provision of scholarships to students, the scholarship fund of institutions of higher professional education is being increased and increased state academic scholarships (hereinafter referred to as increased scholarships) are being awarded to students who have achievements in academic, research, social, cultural, creative and sports activities.

3. An increased scholarship is paid for achievements in any one or more areas of activity specified in paragraph 2 of these Rules.

4. The number of students at an institution of higher professional education receiving an increased scholarship in accordance with these Rules cannot be more than 10 percent of the total number of students receiving a state academic scholarship.

5. Upon appointment increased scholarships in accordance with these Rules, an institution of higher professional education may use no more than 20 percent of the total increase in the scholarship fund carried out in accordance with these Rules to increase scholarships for achievements in educational activities.

6. The institution of higher professional education independently determines the amount of the increased scholarship depending on the courses of study, taking into account the priority increase in scholarships for students studying in more senior courses. For each educational program by decision of the academic council of the institution of higher professional education, a course (semester) is established, starting from which an increased scholarship is awarded.

The decision on the amount of the increased scholarship is made by the academic council of the institution of higher professional education with the participation of representatives of student government bodies.

II. Criteria for awarding an increased scholarship

7. An increased scholarship is awarded for the student’s achievements in educational activities if these activities meet one or more of the following criteria:

a) the student receives based on the results intermediate certification for at least 2 consecutive semesters preceding the award of the scholarship, grades “excellent” and “good” with at least 50 percent of grades “excellent”;

b) recognition of the student as a winner or prize-winner of an international, all-Russian, departmental or regional olympiad, competition, competition, competition and other event held by an institution of higher professional education, public and other organization, aimed at identifying the educational achievements of students conducted during the 2 years preceding the appointment scholarships.

8. If available academic debt or retaking an exam (test) for an unexcused reason during 2 consecutive semesters preceding the appointment of a scholarship, an increased scholarship is not awarded.

9. An increased scholarship is awarded for the student’s achievements in scientific research activities if the activity meets one or more of the following criteria:

a) receipt by the student within 2 years preceding the appointment of an increased scholarship:

awards (prizes) for the results of research work conducted by an institution of higher professional education or other organization;

a document certifying the student’s exclusive right to the scientific (scientific-methodological, scientific-technical, scientific-creative) result of intellectual activity achieved by him (patent, certificate);

grant for research work;

b) the student has a publication in a scientific (educational, scientific, educational and methodological) international, all-Russian, departmental or regional publication, in a publication of an institution of higher professional education or other organization during the year preceding the appointment of an increased scholarship;

c) other public presentation by the student during the year preceding the appointment of an increased scholarship, the results of research work, including by giving a report (message) at a conference, seminar and other international, all-Russian, departmental, regional event held by an institution of higher professional education education, public or other organization.

10. An increased scholarship is awarded for the student’s achievements in social activities if these activities meet one or more of the following criteria:

a) systematic participation of the student in carrying out (ensuring the carrying out):

socially oriented, cultural (cultural-educational, cultural-educational) activities in the form of patronage assistance, charity events and other similar forms;

public activities aimed at promoting universal human values, respect for human rights and freedoms, as well as for the protection of nature;

socially significant cultural events;

b) systematic participation of the student in activities related to information support socially significant events, public life institutions of higher professional education (in developing the website of an institution of higher professional education, organizing and supporting the activities of the media, including publishing a newspaper, magazine, creating and implementing television and radio programs of an institution of higher professional education);

c) student participation (membership) in public organizations during the year preceding the appointment of the increased scholarship;

d) systematic participation of the student in ensuring the protection of the rights of students;

e) systematic gratuitous performance by a student of socially useful activities, including organizational ones, aimed at maintaining public safety and improvement environment, environmental activities or other similar activities.

11. An increased scholarship is awarded for the student’s achievements in cultural and creative activities if this activity meets one or more of the following criteria:

a) receipt by the student, within 2 years preceding the appointment of an increased scholarship, of an award (prize) for the results of cultural and creative activities carried out by him within the framework of activities carried out by an institution of higher professional education or other organization, including within the framework of a competition, show and other similar international, all-Russian, departmental, regional event;

b) public presentation by a student, during the year preceding the appointment of an increased scholarship, of a work of literature or art created by him ( literary work, dramatic, musical-dramatic work, screenplay, choreographic work, pantomime, piece of music with or without text, audiovisual work, painting, sculpture, graphic, design, graphic story, comic book, other work visual arts, works of decorative and applied art, scenographic art, works of architecture, urban planning, gardening art, including in the form of a project, drawing, image, layout, photographic work, work obtained by a method similar to photography, geographical, geological, other maps, plan, sketch, plastic work related to geography, topography and other sciences, as well as other work);

c) systematic participation of the student in conducting (ensuring the conduct of) public cultural and creative activities of an educational, propaganda nature and other socially significant public cultural and creative activities.

12. An increased scholarship is awarded for the student’s achievements in sports activities if this activity meets one or more of the following criteria:

a) receipt by a student, within 2 years prior to the appointment of an increased scholarship, of an award (prize) for the results of sports activities carried out by him in the framework of international, all-Russian, departmental, regional sports events held by an institution of higher professional education or other organization;

b) systematic participation of the student in sports events of an educational, propaganda nature and (or) other socially significant sports events.

13. An increased scholarship is not awarded for achievements in sports activities to students receiving a scholarship of the President of the Russian Federation, paid in accordance with Decree of the President of the Russian Federation dated March 31, 2011 N 368 “On scholarships of the President of the Russian Federation for athletes, coaches and other specialists of sports teams Russian Federation by sports included in the programs Olympic Games, Paralympic Games and Deaflympics, champions of the Olympic Games, Paralympic Games and Deaflympics."

III. The procedure and conditions for financial support for improving scholarship provision for students

14. The Ministry of Education and Science of the Russian Federation, within the limits of budgetary allocations provided for it in the consolidated budget schedule of the federal budget for the current financial year and the planning period for the purposes specified in paragraph 1 of these Rules, submits, in the prescribed manner, proposals to the Ministry of Finance of the Russian Federation to introduce changes to the specified consolidated budget schedule in terms of redistribution of the specified budget allocations between the main managers of federal budget funds, which are in charge of institutions of higher professional education, and institutions of higher professional education, which are the main managers of federal budget funds, based on the number of students studying in institutions of higher education professional education, as well as increasing coefficients (if established) for the scholarship fund of the federal state budget educational institution higher professional education "Moscow State University named after M.V. Lomonosov" and the federal state budgetary educational institution of higher professional education "St. Petersburg State University", as well as federal universities and universities in respect of which the Government of the Russian Federation has established the category "national research university".

15. Increasing coefficients for the scholarship fund are established:

a) by an administrative act of the Ministry of Education and Science of the Russian Federation - for institutions of higher professional education subordinate to it, as well as for institutions of higher professional education that are the main managers of federal budget funds;

b) an administrative act of the main manager of federal budget funds - for institutions of higher professional education subordinate to him.

16. Financial support for improving scholarship provision for students is carried out on the basis of budget estimates (for state-owned institutions of higher professional education) or by providing subsidies from the federal budget in accordance with paragraph 1 of Article 78.1 of the Budget Code of the Russian Federation (for budgetary and autonomous institutions of higher professional education).

17. The main managers of federal budget funds, which are in charge of institutions of higher professional education and institutions of higher professional education, which are the main managers of federal budget funds, annually, before September 1, submit a report to the Ministry of Education and Science of the Russian Federation in the form established by the Ministry of Education and science of the Russian Federation, on the payment of increased scholarships for the previous academic year.
