The history of the institute dates back to October 28, 1992, when the Pskov Special Secondary School of the Ministry of Internal Affairs of Russia was formed by order of the Ministry of Internal Affairs of Russia No. 387.

In September 1993, the school held its first intake of cadets. During its formation and development, the management and teaching staff did a lot of work to improve the educational process and create a modern educational and material base.

In 1999, in accordance with Decree of the Government of the Russian Federation dated March 29 No. 343, the school came under the jurisdiction of the Ministry of Justice of the Russian Federation. This entailed certain changes in its staffing structure, specialist training programs, and staffing with variable personnel.

The staff of the educational institution managed to develop highly qualified personnel for bodies and institutions of the penal system and accumulate solid scientific potential. The result of this was the order of the Government of the Russian Federation dated March 19, 2001 No. 380-R on the creation of the Pskov Law Institute.

In July 2002, the young educational institution successfully passed a licensing examination, following which it was issued a license to conduct activities in the field of higher, secondary and additional vocational education.

The Institute trains specialists for the operational apparatus of the penal system of the Federal Penitentiary Service and the Ministry of Internal Affairs of the Russian Federation in full-time and part-time forms of study in the following specialties: 030501.65 - “law” (higher professional education), 030505.51 - “law enforcement” (secondary vocational education), vocational training, retraining and advanced training of specialists in the university profile (additional vocational education), as well as in postgraduate education specialties. Within the framework of the above specialties, the institute has several specializations: operational investigative activities in the penal system and operational investigative activities in the internal affairs department (full-time education); criminal law specialization (specialty 03050165 - "Jurisprudence") and operational investigative activities in the penal system (correspondence course). Currently, 2,000 cadets and students from more than thirty regions of the country are being trained in various forms of training.

By decree of the President of the Russian Federation, the penal system was removed from the jurisdiction of the Ministry of Justice of Russia and transformed into a separate department - the Federal Penitentiary Service (and with it educational institutions that train personnel for the penal system, including the Pskov Law Institute) .

The face of a modern university is its scientific potential. Recruiting highly qualified teachers with academic titles and degrees is a priority area of ​​personnel policy. Today, more than 60% of teachers study in doctoral, postgraduate and postgraduate courses.

In the summer, the camp accepted juvenile delinquents who were registered with the commission on juvenile affairs.
