The list of educational organizations providing personnel training for defense industry organizations was approved by order of the Ministry of Education and Science of Russia dated July 6, 2015 No. 669. The lists of specialties and areas of training for which personnel with secondary vocational and higher education are trained for defense industry organizations was approved by order of the Ministry of Education and Science of Russia dated June 24. 2015 No. 619.

In accordance with the current Procedure, enterprises included in the Consolidated Register of Defense Industry Organizations, approved by order of the Ministry of Industry and Trade of Russia, can participate in the implementation of the state plan.

When preparing to enter universities, it is common to consider different options and, as they say, prepare for the worst, hoping for the best. Therefore, it does not hurt future applicants to know that, in addition to budgetary and commercial, there is an option for admission to some specialties in the so-called “target direction”.



The peculiarity of targeted enrollment is that the applicant comes to the university not only with Unified State Examination grades, but also with a referral from a specific enterprise and department. Due to the fact that an enterprise or department undertakes to pay for his training or allocate funds from the budget for his training, the applicant does not participate in the general competition, and the entrance examinations are held according to a special competition (but not outside the competition, as many mistakenly believe). If he successfully passes the tests, he is enrolled in the chosen faculty, studies there, and after graduating from the university he goes to work at the enterprise that vouched for him. The obligations of the enterprise to the student, the student to the enterprise, and the enterprise to the university are formalized in a tripartite agreement. At the same time, we consider it necessary to note that targeted admission to Russian universities is divided into two types: target set according to the quota of the Ministry of Education and Science of the Russian Federation (for government departments) and targeted contract training(for those who come with a referral from enterprises). And although the term “target set” legally refers only to the first type, in everyday life it is expanded.

The targeted enrollment system is fraught with a lot of features that applicants who dream of enrolling in a targeted area must know.

Who's on the list?

The lists of those whom the enterprise will apply to at the university include applicants who are already in some way familiar with this enterprise. It turns out that you have to be acquaintances from school. That’s how it is – business leaders “look out” for future personnel precisely at the stage when they are studying at school. What ways to “look after” are there? For example, all kinds of competitions that the enterprise holds among students in the region. Or meetings with schoolchildren at the enterprise. Or thematic Olympiads, organized or sponsored by an enterprise. Managers are watching: whoever’s eyes sparkle, who expresses interest, who shows their best side - he has every chance of getting on the coveted list of referred applicants. For example, the Tatneft enterprise has been selecting potential personnel in this way for several decades and sending them to study at oil universities in Russia.

Also, the “targeted” candidates usually include applicants whose parents have worked at the enterprise for many years and have authority. Children often choose the profession of their parents, and in such cases, the management of the enterprise meets them halfway.

The chances are also high for those who have a specialized secondary education and are already working in an enterprise. Usually, the university management supports their desire to continue their studies and obtain higher education, and gives them the desired direction.

Admission and training

The fact that an applicant is on the target list does not mean that he will be accepted into the university without competition. According to the rules, the competition in this case should be at least 1.2 people per place. Of course, this is not as serious a test as the general competition, but still, according to Unified State Examination estimates, the strongest applicants are selected.

There is one caveat here - according to the contract, a student enrolled in targeted training must study satisfactorily. And for this, accordingly, abilities and knowledge of the school base are required. Therefore, competition in the target set is necessary.

Employment

There is only one employment option for those who studied in the target field, for whose studies the company paid or for whose studies funds were allocated from the regional budget - to return and work for the required period (which is specified in the contract) where they were sent from. On the one hand, this is a plus, on the other, a minus. Why?

The situation may turn out like this: a student studied at a prestigious Moscow university, after graduating from which one can find a decent job in the capital, and the direction was given by the administration of, say, the Irkutsk region. He is supposed to return to the Irkutsk region.

Another situation: a student studied under a target contract in one city, but during her studies at the university she got married. She is also supposed to return and work out the allotted time, even if the family does not plan to move.

It is clear that life situations develop differently, and it is impossible to predict what awaits a person in the next five years. Therefore, the tripartite contract that is signed with the applicant states that if he violates the terms of the contract, he undertakes to return to the company the amount spent on his training, and in some cases a fine is added to the amount. However, each situation is considered separately, and in some situations there are even legal loopholes (for example, the pregnancy of a graduate or the state of health of a graduate). As a rule, graduates who do not agree with their fate turn to lawyers specializing in such cases. Practice shows that some people manage to avoid employment, while others, for example, have to report to the prosecutor’s office.

Nuances of targeted reception

Speaking about targeted admission, it is difficult to generalize information, since each university, each enterprise makes its own adjustments to the contracts, but let’s talk about some of the features of targeted admission.
1. Targeted enrollment, as a rule, takes place in industry universities (energy, oil and gas, communications, light industry, etc.).
2. The order for the enrollment of “target students” appears before the order for the enrollment of other students. This is a plus for those applicants who did not qualify for the target selection - there is still time to submit documents on a general basis.
3. In 2011, the target enrollment under quotas from the Ministry of Education and Science was no more than 20% of the total number of budget places allocated at the university, while in 2010 the share was higher - 25%. In 2012, according to the Minister of Education and Science of the Russian Federation Andrei Fursenko, target enrollment will be reduced by another five percent and will amount to 15%.
4. As for the TTC (targeted contract training), the university has the right, in agreement with the founder, to establish a higher proportion of applicants.

Basic concepts:

Targeted applicant - a citizen receiving higher professional education as part of targeted training, permanently registered in the city of Moscow, and who has expressed a desire to work in medical organizations of the state healthcare system of the city of Moscow after completing his studies at an educational institution of higher professional (medical) education in the city of Moscow.

Evaluation paper– information about the individual achievements of the target applicant. Accounting for individual achievements is carried out by awarding points for individual achievements. These points are awarded to the target applicant who has provided documents confirming receipt of the results of individual achievements, and are included in the amount of competitive points.

Educational organizations- educational institutions of higher professional (medical) education in the city of Moscow, which have a license to carry out educational activities and implement targeted training within the framework of contractual relations with the Moscow Department of Health.

How to submit documents to a targeted applicantto participate in the competitive selection?

  • Leave an online application for submitting documents.
  • After submitting an online application, according to the date and time you have chosen, you must submit it to the Department of Personnel Policy and Education of the Moscow Department of Health at the address: Veskovskydead end, 7, building 1 the following documents:
    • Evaluation paper;
    • Documents confirming receipt of the results of individual achievements indicated in the assessment sheet;
    • a copy of the applicant's passport;
    • a copy of the passport of one of the legal representatives, if the applicant is a minor at the time of submission;
  1. Deadline for submitting documents to the Department of Personnel Policy and Education of the City Health Department Moscow from May 13 to June 13, 2019, in weekdays, from 13:00 to 17:00(by online pre-registration).

It is advisable to obtain it in advance. To do this, you need to contact the director or class teacher. They will be the ones who will tell you where you can go. However, you can act independently.

To begin with, the student needs to finally decide on his future specialty and, accordingly, choose a suitable university.

Next, the future student must find a company that needs young specialists in the chosen field. Find out from the administration of this organization whether they are ready to pay for the studies and issue the student with an application. However, do not forget that after graduating from a university you are required to work in this organization for several years, in accordance with a previously drawn up contract.

Attention. If by that time the graduate changes his mind about working at this enterprise, he will have to compensate the entire amount that was paid during his studies at the university.

Such education is called preferential, since the passing score according to the Unified State Examination results may be several units lower, and the requirements for students are more flexible.

One target direction is issued to only one student and it cannot be transferred to another person or used simultaneously for several universities.

After the applicant has received the target direction, it is necessary to contact the selected university and provide the following documents:

  • original school certificate along with an insert;
  • document on the results of the Unified State Exam;
  • birth certificate or passport;
  • application for admission to university;
  • agreement on targeted training.

However, this is not the entire list of documents. Each university has its own requirements and therefore you need to go to the university in advance and consult what documents you need to provide for admission, in addition to the target direction.

After submitting the documents, the applicant must wait for the competition, which is held on the basis of the Unified State Exam.

How to find an employer (company) to receive a targeted referral

Unfortunately, not all applicants are able to easily and quickly find an enterprise that is ready to hire a young specialist. To do this, you need to contact directly the university you decided to enroll in. As a rule, universities have lists of enterprises with which the university has an agreement for the target direction of students.

For reference. If the university does not have such agreements with enterprises, then you can contact the Ministry of Education, where you will find out from which enterprises applications were received to enroll students in the target area.

As a rule, this issue is not dealt with on the last day of school. It is best to contact the company immediately after the New Year holidays.

You can also independently contact a large organization where management is constantly in need of personnel.

Employer found: next steps

So, an employer has been found and the question regarding the target area has been resolved positively, then you need to go to the chosen university and give an agreement that contains the details of the organization where you will be hired. The contract should also indicate how many years after graduation you need to work at the company.

The contract must be read very carefully, since quite often it does not indicate the terms of payment or labor that the student expects. Sometimes there are agreements on the target direction, which indicate 10 years of mandatory work.

Agreement on the target direction to a university with an enterprise

Before you receive a targeted direction, check how much the training is paid for, as some employers offer to pay for the training partially.

Also, pay attention to individual clauses of the agreement on students’ rights:

  • whether social support is indicated in the form of a scholarship or health insurance;
  • whether housing is provided (room, dorm, etc.);
  • what is the date of first return to work?

The contract must contain clauses that spell out valid reasons for the student’s failure to fulfill his obligations under the contract. For example, the disability of the applicant or his loved ones (mother, father, spouse, child). This also applies to special circumstances of the organization, such as bankruptcy or liquidation.

There are also significant advantages of training in the target area:

  • opportunity to get education for free;
  • enroll in a university on more favorable terms;
  • Full time job.

When training in a target area, there is one caveat - you need to work in this organization for at least 3 years, and sometimes more, depending on what is stated in the contract. Therefore, before taking a direction, think everything over carefully.

Who can apply for the target direction

Those students who already have a certificate of secondary education can apply for the target direction. Applicants who are entering a university for the first time and want to study for free can also apply for this direction.

Graduates who:

  • did not pass the Unified State Exam;
  • provided documents with false information;
  • provided documents that were completed incorrectly;
  • came to submit documents after the admission period had ended.

You should have your target direction in hand already in the month of May. However, the exact date for submitting documents must be clarified at the specific university.

How to get targeted directionto a medical or pedagogical university

In order to receive a targeted referral to a medical university, you need to score the required number of points on the Unified State Examination, and also bring your school completion certificate to the municipal authority. In addition, applicants who are entering the university for the first time can study in the target area.

IMPORTANT! Find out in advance when you need to apply for a targeted referral. If you miss the deadline, then the second opportunity will appear only next year. So, in 2015-2016. Applications could be submitted from early March to mid-June.

At the university you can find out what documents are needed to obtain the target direction. Typically this is:

  • application for the issuance of a targeted direction (the form can be obtained from the Ministry of Education, university or municipal authority);
  • photocopy of passport (possibly birth certificate);
  • document confirming education.

After submitting the application, you just have to wait until they form a list and select the best student who has fairly good results on the Unified State Exam.

Before receiving a targeted referral to a pedagogical university, you need to find out from the chosen university those schools, kindergartens and lyceums with which contracts were concluded. Then you need to go to this institution and meet with the head or director for an interview. If your candidacy is approved, then a referral will be issued without any problems.

As a rule, pedagogical universities accept almost every student and even issue a targeted direction for study, since in this way the shortage of personnel with pedagogical education is solved in the future.

How to write an application for a target referral

At first glance, it seems that there are no companies that are willing to pay for a student’s education. However, this is a mistaken opinion, since almost every serious organization needs young specialists.

The application must indicate:

  • form of education (correspondence, full-time, evening);
  • direction (specialty) code;
  • information about parents, full name, place of work (if there is such a column);
  • applicant data.

The application is accompanied by a copy of the future student’s passport and a reference from the school, which is certified by the director of the institution (signature and seal).

From January 1, 2019, citizens who, in accordance with Article 56 of the Federal Law “On Education in the Russian Federation”, have entered into an agreement on targeted training, have the right to be admitted to targeted training in educational programs of higher education at the expense of federal budget allocations within the established quota. With:

  1. federal government bodies, government bodies of constituent entities of the Russian Federation, local government bodies;
  2. state and municipal institutions, unitary enterprises;
  3. state corporations;
  4. state companies;
  5. organizations included in the consolidated register of organizations of the military-industrial complex, formed in accordance with Part 2 of Article 21 of the Federal Law of December 31, 2014 N 488-FZ “On Industrial Policy in the Russian Federation”;
  6. business companies in the authorized capital of which there is a share of the Russian Federation, a constituent entity of the Russian Federation or a municipal entity;
  7. joint stock companies whose shares are owned or in trust by a state corporation;
  8. subsidiaries of the organizations specified in paragraphs 4, 6 and 7;
  9. organizations that are created by state corporations or transferred to state corporations in accordance with the provisions of federal laws on these corporations.

  • identification document, citizenship of the applicant (photocopy of the 1st page and page with registration);
  • document on the previous level of education in accordance with the Admission Rules (original or photocopy);
  • a copy of the contract on targeted training, certified by the customer of the targeted training, or an uncertified copy of the specified contract with presentation of its original;
  • documents confirming individual achievements in accordance with the Admission Rules (original, photocopy) (submitted at the discretion of the applicant);
  • 2 photographs 3x4 cm (for applicants based on the results of entrance tests conducted by the Academy independently).

The Academy conducts targeted admission within the framework of the targeted admission quota, which is established annually by the Academy by the Government of the Russian Federation* (in April of the current year based on received applications). In this regard, the Academy is considering applications for organizing targeted admissions in 2018/19, received no later than April 10, 2018 (inclusive).

The Academy does not provide a list of organizations that send citizens to targeted training, nor does it select them. Applicants and (or) their legal representatives deal with this issue independently.
