1.1. 1.6. The implementation of the basic educational program of primary general education is based on a systematic and active approach.

1.7. The standard period for mastering the basic educational program of primary general education is four years. 2.3. Requirements for sections of the basic educational program of primary general education:

2.3.2. The planned results of mastering the basic educational program of primary general education should:

To ensure a connection between the requirements of the Federal State Educational Standard of Educational Education, the educational process and the system for assessing the results of mastering the basic educational program of primary general education;

To be a substantive and criterial basis for the development of work programs of academic subjects, as well as for a system for assessing the quality of students’ mastery of the basic educational program of primary general education in accordance with the requirements of the Federal State Educational Standard of NEO.

The structure and content of the planned results of mastering the basic educational program of primary general education must adequately reflect the requirements of the Federal State Educational Standard of Non-Educational Education, convey the specifics of the educational process, and correspond to the age capabilities of students.

The planned results, characterizing the system of educational actions in relation to knowledge, skills and abilities that expand and deepen the support system or act as a propaedeutic for further study of the subject, are determined by the educational institution itself.

2.3.3. The curriculum of primary general education (hereinafter referred to as the Curriculum) ensures the implementation and implementation of the requirements of the Federal State Educational Standard of Education, determines the total volume of workload and the maximum volume of classroom workload of students, the composition and structure of compulsory subject areas and directions extracurricular activities by grade (year of study).

The forms of organization of the educational process, the alternation of educational and extracurricular activities within the framework of the implementation of the main educational program of primary general education are determined by the educational institution.

2.3.4. The program for the formation of universal educational actions for students at the level of primary general education specifies the requirements for the results of primary general education and complements the content of educational programs. The program for the formation of universal educational actions should:

Establish value guidelines for primary general education;

Identify the connection between universal educational activities and the content of academic subjects;

Determine the characteristics of personal, regulatory, cognitive, communicative universal educational actions of students;

To determine the conditions that ensure the continuity of the program for the formation of universal learning activities in students during the transition from preschool to primary and basic general education;

List of typical tasks for assessing the formation of universal educational actions.

2.3.5. Programs of individual academic subjects and courses must ensure the achievement of the planned results of mastering the basic educational program of primary general education and are developed on the basis of:

Programs for the formation of universal educational actions.

Programs of individual academic subjects and courses are developed on the basis of:

Requirements for the results of mastering the basic educational program of primary general education;

Programs for the formation of universal educational actions.

The programs of individual academic subjects and courses must contain:

Work programs are compiled by teachers of an educational institution based on the programs of individual academic subjects, courses of the main educational program of primary general education of the educational institution.

2.3.6. The program of spiritual and moral development and education of students at the level of primary general education should be aimed at ensuring the spiritual and moral development of students in the unity of classroom, extracurricular and extracurricular activities, in joint pedagogical work educational institution, family and other institutions of society.

The program for creating a culture of healthy and safe lifestyle should ensure:

Formation of an attitude towards the use of a healthy diet;

Using optimal motor modes for children, taking into account their age, psychological and other characteristics, developing the need for exercise physical culture and sports;

Formation of knowledge of negative risk factors for children's health (reduced physical activity, smoking, alcohol, drugs and other psychoactive substances, infectious diseases);

Development of skills to resist involvement in smoking, drinking alcohol, narcotic and potent substances;

Formation of the child’s need to fearlessly consult a doctor on any issues related to the characteristics of growth and development, health status, development of readiness to independently maintain their health based on the use of personal hygiene skills.

2.3.8. Program correctional work must provide psychological and pedagogical support for the educational and extracurricular activities of junior schoolchildren.

The correctional work program must contain:

List, content and implementation plan for individually oriented correctional activities that ensure the satisfaction of the special educational needs of students;

Monitoring the dynamics of children's development, their success in mastering the basic educational program of primary general education;

Description of special conditions for teaching and raising children with special educational needs;

2.3.9. 3. The procedure for the development and approval of the basic educational program of primary general education

3.2. The procedure for developing the basic educational program of primary general education is determined by order of the director of the educational institution.

3.3. Before approval, the main educational program of primary general education must be agreed upon with [name of the self-government body of the educational institution], to which, in accordance with the Charter of the educational institution, these powers are delegated; based on the results of the review, a protocol is drawn up. [Name of the self-government body of the educational institution] makes a decision to “recommend for approval.”

3.4. Based on the results of consideration of the main educational program of primary general education [name of the self-government body of the educational institution], the head of the educational institution issues an order to approve this program.

3.5. The educational institution independently sets the terms for which the basic educational program of primary general education is developed.

3.6. An educational institution may, if necessary, make changes and additions to the basic educational program of primary general education.

4. Assessing the effectiveness of an educational institution implementing the basic educational program of primary general education

4.1. Assessment of the effectiveness of an educational institution is carried out on the basis of comparing the planned results of mastering the educational program of primary general education with the results achieved by primary school graduates.

1. General provisions

1.1. These Regulations on the procedure for development and approval educational programs for each level of general education (hereinafter referred to as the Regulations) was developed in accordance with Articles 12, 13 of the Federal Law of December 29, 2012. I. General provisions

1. This Procedure defines the rules for developing exemplary basic educational programs, conducting their examination and maintaining a register of exemplary basic educational programs (hereinafter referred to as the exemplary program).

This Procedure does not establish the specifics of the development, examination and inclusion in the register of exemplary basic professional educational programs containing information constituting a state secret, and exemplary basic professional educational programs in the field of information security.

2. Sample programs are developed according to:

basic general education programs (educational programs preschool education, educational programs of primary general education, educational programs of basic general education, educational programs of secondary general education);

basic professional educational programs (secondary educational programs vocational education- training programs for qualified workers, employees, training programs for mid-level specialists; educational programs higher education- bachelor's degree programs, specialty programs, master's programs, training programs for scientific and pedagogical personnel in graduate school (postgraduate studies), residency programs, assistantship-internship programs);

basic educational programs in terms of academic subjects, courses, disciplines (modules).

3. Approximate basic educational programs are developed taking into account their level and focus on the basis of federal government educational standards, unless otherwise established by Federal Law No. 273-FZ of December 29, 2012 “On Education in the Russian Federation” 1. Sample programs include recommended educational and methodological documentation (sample syllabus, approximate calendar educational schedule, approximate work programs of academic subjects, courses, disciplines (modules), other components), defining the recommended volume and content of education of a certain level and (or) a certain orientation, planned results of mastering the educational program, approximate conditions educational activities, including approximate calculations of the standard costs of providing public services for the implementation of the educational program 2.

4. Sample programs are developed in Russian and in accordance with this Procedure.

5. Projects of approximate main ones general education programs are developed by order of the Ministry of Education and Science of the Russian Federation and (or) educational and methodological associations in the general education system, drafts of approximate basic professional programs are developed by participants in relations in the field of education (hereinafter referred to as developers).

II. Conducting an examination of projects of exemplary basic general education programs

6. Projects of exemplary programs are sent by the developers to organize an examination to the council for exemplary basic general education programs (hereinafter referred to as the council), created by the Ministry of Education and Science of the Russian Federation.

7. The Council, within 7 working days from the date of receipt of the draft approximate program, sends it to the organization it determines to carry out the examination (hereinafter - the organization) and posts it on the website fgosreestr.ru of the information and telecommunications network "Internet" (hereinafter - the site) to inform the public .

Authorized government bodies of the constituent entities of the Russian Federation are involved in the examination of approximate basic general education programs, taking into account their level and focus (in terms of taking into account regional, national and ethnocultural characteristics).

Exemplary programs in terms of academic subjects, courses, disciplines (modules) aimed at obtaining knowledge by students about the fundamentals of the spiritual and moral culture of the peoples of the Russian Federation, about moral principles, about the historical and cultural traditions of the world religion (world religions) are examined in a centralized religious organization for compliance of their content with the religious doctrine, historical and cultural traditions of this organization in accordance with its internal regulations 4.

8. The organization, within a month after receiving the draft approximate program, prepares an expert opinion and sends it to the council.

9. The draft approximate program with the attached expert opinion is considered at a meeting of the council within 30 working days from the date of their receipt by the council.

10. Based on the results of consideration of the project, the council makes one of the following decisions:

11. The decision of the council is documented in a protocol, a copy of which is sent to the Ministry of Education and Science of the Russian Federation within 5 working days from the moment the council makes the decision.

12. The Ministry of Education and Science of the Russian Federation sends to the developer an extract from the minutes of the council meeting with the council’s decision to reject the project or to send the project for revision within 5 working days from the date the council made the corresponding decision.

13. When the Ministry of Education and Science of the Russian Federation receives a revised project, for which the council has decided to send it for revision with subsequent re-consideration by the council, the said project is re-posted on the website, its examination is carried out and consideration by the council in accordance with this Procedure .

III. Conducting an examination of projects of exemplary basic professional programs

14. Projects of sample programs are sent by developers to educational and methodological associations in the vocational education system to organize the examination.

15. The development of exemplary programs for the training of scientific and pedagogical personnel in postgraduate studies is provided by federal executive authorities, in which the legislation of the Russian Federation provides for military or other equivalent service, service in internal affairs bodies, services in bodies for control of the circulation of narcotic drugs and psychotropic substances , sample assistantship-internship programs - the federal executive body exercising the functions of developing state policy and legal regulation in the field of culture, sample residency programs - the federal executive body performing the functions of developing state policy and legal regulation in the field of healthcare 5 .

16. The educational and methodological association in the vocational education system, within 7 working days from the date of receipt of the draft approximate program, sends it to the organization it determines for conducting the examination (hereinafter referred to as the organization) and posts it on the website fgosreestr.ru in the information and telecommunications network "Internet" (hereinafter referred to as the website) to inform the public.

Exemplary programs in terms of academic subjects, courses, disciplines (modules) aimed at obtaining knowledge by students about the fundamentals of the spiritual and moral culture of the peoples of the Russian Federation, about moral principles, about the historical and cultural traditions of the world religion (world religions) are examined in a centralized religious organization for compliance of their content with the religious doctrine, historical and cultural traditions of this organization in accordance with its internal regulations 6 .

17. The organization, within a month after receiving the draft approximate program, prepares an expert opinion and sends it to the council.

18. The draft sample program with the attached expert opinion is considered at a meeting of the educational and methodological association in the vocational education system within 30 working days from the date of their receipt.

19. Based on the results of consideration of the project, the educational and methodological association in the vocational education system makes one of the following decisions:

a) approve the approximate program;

b) approve the sample program and transfer the previous sample program to the archive section in the registry;

c) reject the draft sample program;

d) send the draft approximate program for revision with subsequent re-consideration at a council meeting.

20. The decision of an educational and methodological association in the vocational education system is documented in a protocol, a copy of which is sent to the developers within 5 working days from the date of the decision.

21. When a revised project is received by an educational and methodological association in the vocational education system, for which it was decided to send it for revision with subsequent re-examination, the said project is re-posted on the website, its examination is carried out and considered in accordance with this Procedure.

IV. Maintaining a register of sample programs

22. The register of exemplary programs (hereinafter referred to as the register) is a state information system 7, which is maintained on electronic media and operates in accordance with uniform organizational, methodological and software and technical principles that ensure its compatibility and interaction with other government information systems and information and telecommunication networks.

23. The information contained in the register is publicly available 8 .

24. Organizations that are granted the right to maintain the register are established by the Ministry of Education and Science of the Russian Federation 9 (hereinafter referred to as the operator).

25. The register is maintained by the operator by:

entering into the register of sample programs, details of the decision to approve the sample program, transfer of sample programs to the section of the archive on which such a decision was made, details of the decision to transfer the sample program to the section of the archive;

technical support for the functioning of the registry;

automated processing of information contained in the register;

providing access to sample programs contained in the registry;

ensuring the safety of information contained in the register;

ensuring the protection of information contained in the register.

26. The register is maintained using hardware and software that have undergone appropriate testing and certification.

27. The approximate program, after approval, is sent by the Ministry of Education and Science of the Russian Federation or educational and methodological association in the vocational education system within 10 working days to the operator.

28. The operator places an approximate program in the registry within 5 working days from the date of its receipt.

29. The decision to transfer an example program included in the register to the archive section is sent by the Ministry of Education and Science of the Russian Federation or an educational and methodological association in the vocational education system within 10 working days from the date of such decision to the operator.

30. The operator transfers the approximate program included in the register to the archive section within 5 working days from the date of receipt of the corresponding decision from the Ministry of Education and Science of the Russian Federation or an educational and methodological association in the vocational education system.
