The structure, volume of the additional general education program, the conditions for its implementation must comply with the requirements established by the letter of the Ministry of Education and Science of the Russian Federation of December 11, 2006 No. 06-1844 "On approximate requirements for programs of additional education for children" (Appendix 1 to the instructive-methodical letter).

The deadlines for the approval of additional general education programs are determined by the quality standards of municipal services.

Responsibility for organization and implementation educational activities under additional general education (general developmental) programs, employment of students, pupils in additional education are borne by the head and administration of the educational organization, pedagogical workers who carry out activities under additional general educational (general developmental) programs.

Administration of the educational institution :

According to the Concept for the Development of Additional Education for Children, one of the principles for designing and implementing additional general education programs is the diversity of programs.( Relevance of data development guidelines is due to one of the grounds for the design and implementation of additional general education programs, which is indicated in the Concept for the Development of Additional Education for Children, approved by the order of the Government of the Russian Federation of September 4, 2014. The grounds for different levels in the design of additional education programs realize the right of each child to master competencies, knowledge and skills at an individual pace, volume and complexity. Such programs provide all children with the opportunity to engage in activities regardless of ability and level of general development. Diversity is understood as the observance in the development and implementation of additional education programs of such principles that allow taking into account the different levels of development and different degrees of mastery of maintenance by children. Such programs involve the implementation of parallel processes of mastering the content of the program at its different levels of depth, accessibility and degree of complexity, based on the diagnosis and complex of starting capabilities of each of the participants in the program under consideration.

The content and material of the program of additional education for children should be organized according to the principle of differentiation in accordance with the following levels of complexity:

1. The starting level of the program is for children 5-10 years old. It involves the use and implementation of public and universal forms of organization of the material, and the minimum complexity of the content of the program proposed for mastering.

2. The basic level of the program is for children aged 10-15. It involves the use and implementation of such forms of organization of the material that allow the development of specialized knowledge and language, guaranteed to provide a broadcast of a general and holistic picture, within the content-thematic direction of the program.

3. Advanced level of the program - for children 12-18 years old. It involves the use of forms of material organization that provide access to complex (possibly highly specialized) and non-trivial sections within the content-thematic direction of the program. It also involves an in-depth study of the content of the program and access to near-professional and professional knowledge within the content-thematic direction of the program.

Each participant in the program should have the right to start access to any of the presented levels, which is realized through the organization of conditions and procedures for assessing the initial equipment of the participant (where this or that degree of readiness for mastering the content and material of the level declared by the participant is determined).

Educational material differentiated according to the corresponding levels can be offered in different forms and types of sources for participants in the educational program. It is proposed to provide for the placement of methodological and didactic materials on resources in the information and communication network "Internet" (hereinafter referred to as the "Internet" network) in the development and implementation of the educational program; in printed form (Textbooks, workbooks, teaching aids, etc.); in a machine-readable form, in a format that is readable on electronic devices (on personal computers, tablets, smartphones, etc. in formats *pdf, * doc, * docxetc.); in a visual form, through models, prototypes and real objects and means of activity.

Each of the three levels should imply universal accessibility to children with any kind and type of psychophysiological characteristics. In turn, the program material should take into account the health characteristics of those children who may experience difficulties in reading, listening or performing any manipulations with the material offered to them.

2. Means of individual diagnostics

When developing a program, it is necessary to rely on six types of defined levels, which can reflect the individual characteristics of the student, namely:

1. Level of psychophysical development;

2. Level of motivation;

4. The level of awareness and erudition in relation to general knowledge and the content of the program being developed in particular;

5. The level of development of certain competencies (determined depending on the content and thematic focus of the program being developed);

6. The level of formation of a particular literacy (information, functional, language, etc. It is determined depending on the content and thematic focus of the program being developed).

One or another of the presented levels can be subjected to a diagnostic assessment, which is carried out through the following forms and methods:

1. Testing and questioning;

2. In-depth interview;

3. Complexes psychological diagnostics;

4. Logical and problem tasks;

5. Business, simulation, role-playing, organizational and activity games;

6. Student's portfolio;

7. Essay;

8. Case method;

9. Creative tasks, etc.

Diagnostic procedures must necessarily have a direct connection with the content and thematic direction of the program. The definition of the levels listed in this section should have correlations with certain levels of content and material (see section 1).

Of particular importance may be forms that require the participant to describe their own individual educational program, formulate educational and educational goals, determine the mechanisms for achieving them, etc. such forms make it possible to assess the level of a student's claim to mastering a particular level and to determine the degree of their correspondence with the real level of development through the passage of various assessment procedures (see section 3).

When developing regulations and the content of diagnostic procedures, it is desirable to use several methods and forms within a single diagnostic slice in order to achieve more objective results. It is important to be able to diagnose a participant through his manifestations of different types of action - natural-active and emotional-sensory manifestations (through games and live conversation), intellectual-thinking (through setting tasks and written works), author-creative (through creative tasks). To achieve the most transparent and objective results, it is desirable to involve specialists with psychological qualifications.

Everything in our world is being modernized, improved and education does not stand aside, today we are already talking about the “new model of the system of additional education for children”: the development of open additional education - intensive modular programs of additional education, as a new step towards self-expression and self-improvement (the strategic initiative is aimed on the formation of a sustainable multi-level system of out-of-school work with children, based on public-private partnerships and the implementation of modern programs of additional education in order to identify and develop talent in each child).

Today, for the preparation of a competent specialist at the beginningXXIcentury, it is no longer enough to transfer to him a certain amount of formalized knowledge, to form stable skills and, as a result, test the ability to use them promptly. In order to professional knowledge was effectively mastered and appropriated the graduate must have an image future profession, to understand how the acquired knowledge and methods strengthen him as a future professional. To do this, it is necessary to introduce him, as a student, into the foundations of modern professions and practices, to ensure their study of these areas and the first samples of their own activity in them during their schooling, in the mode of propaedeutics of future activity.

In this regard, we have new tasks, which are :

In accordance with the goal, in our city, district, a Personnel School was organized, which was aimed at updating theoretical and practical knowledge, improving the professional competencies of teachers. You are given a unique chance to come up with and develop your own, author's program, to declare yourself, a program that will be interesting, first of all, to me, and then to the children, and through which, as a teacher, I can express myself and improve myself. Today, in the age of high technology, it is not modern and very boring, when a child is trained according to the program listening only to the teacher, he is interested in the activity itself and in this process he studies both theory and practice.

So, we talked about the structure of typical general educational (general developmental) programs, and now I will introduce you to the structure of general educational (general developmental) modular open education programs. Let's start with how they differ.

(module is a unit of a voluminous set of educational content and material for a specific thematic direction educational program. The module is characterized by the fact that it is quite easily integrated into other life and educational contexts of the student, eliminating one or another educational deficit that was recorded by the student himself. Thus, it makes sense to say that the educational program should be presented as a module or a set of modules that reflect one or another topic that is relevant for the child).

According to the standard program, students are trained throughout the entire program throughout school year, they must be trained in sections of the program, and only then it is considered that the student has mastered the program. The educational program of open additional education should be presented as a module or a set of modules that reflect one or another topic that is relevant for the child, each of which has its own educational task and solves it from beginning to end. IN this case the student can be trained both in all modules of the program, and choose only the module that interests him. I have developed such a program and now in April I will put it up for a competition, I really hope that the experts will accept it and give a positive assessment.

STRUCTURE OF MODULAR PROGRAMS

Forms of such additional education programs should be extended with the following types:

- intensive school - an educational event that takes place in a deliberately limited period of time(may be organized as a holiday) , using methodological forms that allow students to master large meaningful units of material in academic subjects in a short time and carry out a complete practical test; can take place both in the mode of an outreach educational camp with a break from the main educational process, and in the mode of intensive classes within the framework of an educational institution included in the general curriculum. Each intensive school has an exit character. The duration of such a school is 3-5 days (up to 20 days in summer). Education in intensive schools does not take place in the traditional form (6 days a week, 5-6 lessons, etc.), but in intensive form, when participants work on mastering a problem or a set of problems for several days in immersion mode. The modular educational program is a sequence of short-term intensive immersions, each of which develops a different aspect of the subject of the program. The main feature of the intensive school is the ability to develop a holistic educational and professional activity (research, design, creative, etc.) in the mode of group interaction. Each participant of the intensive school can become its graduate. And it does not really matter how many sessions (modules) of the program he visited. The level of development of those competencies, the formation of which the program is aimed at, is important. And students are offered to confirm this level through the forms of defending their own product (analytical development, a fully-formed individual educational strategy, a thesis, etc.), or participating in a dispute with supervisor, teachers, experts and tutors of the school.

- elective courses. Programs embedded in specialized school that provide pre-professional training and the formation of over-subject competencies. Linking elective courses to the system of additional education makes it possible to provide the possibility of such training, regardless of the availability of the necessary resources from a particular general education school.

- Social trainings for high school students. Modeling problem situations of "adult" life and mastering the schemes of effective action in these situations. Exploring possible life scenarios and strategies.

- Individual support programs for record professional and life strategies. Aimed at increasing the starting opportunities and life chances of students with sustainable interests in various fields of science, art, business, politics, sports, etc. They make it possible to provide equal starting opportunities for schoolchildren from various social groups, including from impoverished living environments.

- Mass social and educational projects. The deployment of networks of clubs that involve a significant part of adolescents in productive, socially acceptable activities (various game forms, volunteer movement, artistic and technical creativity)

- Summer rest children in the system of children's health camps should be considered as an educational holiday; the priorities of its content should be determined by the general priorities of additional education programs.(Summer module - Educational recreation for children - a collective designation of forms of organization of leisure and recreation for children, involving the organization of events, activities, processes that provide children with additional knowledge and deepening knowledge of the basic school curriculum, design and development of the basic competencies of children, the inclusion of children in modern practices and activities, as well as events, activities, processes that ensure, by virtue of their structure and content, the recreational nature of the educational process aimed at children) .

- Vacation educational vacation - the collective designation of projects, programs, activities of educational recreation for children, designed to be implemented during the holidays, in most cases, understood as completely free from study time, which allows you to build both a recreational process and an integral system of educational activities, acting as an addition to the main and stationary additional education.

This Federal Law ensures the right of citizens to additional education, determines the state policy in the field of additional education and state guarantees for the realization of the right to additional education, and regulates relations in the field of additional education.

CHAPTER 1. GENERAL PROVISIONS

Article 1. Basic concepts

For the purposes of this Federal Law, the following basic concepts are used:
additional education - purposeful process education and training through the implementation of additional educational programs, the provision of additional educational services and the implementation of educational and information activities outside the main educational programs in the interests of the individual, society, state. Additional education includes general additional education and professional additional education;
general additional education - additional education aimed at personal development, contributing to an increase in the cultural and intellectual level of a person, his professional orientation in accordance with additional general educational programs, and the acquisition of new knowledge by him;
professional additional education - additional education aimed at continuous professional development and professional retraining of persons with professional education, in accordance with additional professional educational programs, qualification requirements for professions and positions and contributing to the development of business and creativity these persons, raising their cultural level. additional educational services - activities aimed at meeting the needs of a person in acquiring new knowledge and developing individual abilities with the assistance of pedagogical workers and carried out outside the main educational programs that are profiling for educational institutions and organizations operating in the field of additional education;
educational institution of additional education - an educational institution carrying out activities for the implementation of one or more additional general educational programs and (or) additional professional educational programs as the main ones;
organization carrying out activities in the field of additional education - a non-profit organization (including a public organization (association), the main statutory purpose of which is the implementation of additional educational programs, or another organization that has an educational unit that implements these educational programs;
educational and informational activities - activities aimed at prompt satisfaction of a person's needs in obtaining information about achievements in various fields of knowledge, including contributing to an increase in his educational level.

Article 2. Legislation of the Russian Federation on additional education

The legislation of the Russian Federation on additional education is based on the provisions of the Constitution of the Russian Federation and consists of the Law of the Russian Federation "About education", federal law "On higher and postgraduate professional education", of this Federal Law, as well as other federal laws and other regulatory legal acts of the Russian Federation in the field of additional education, laws and other regulatory legal acts of the constituent entities of the Russian Federation in the field of additional education.

Article 3. The right of citizens of the Russian Federation to additional education

1. Citizens of the Russian Federation have the right to receive additional education within the educational system, and also have the right to choose additional educational programs and forms of obtaining additional education, unless otherwise provided by federal law.
2. Students, pupils of educational institutions, as well as other persons under the age of 18 have the right to receive free additional education in state and municipal educational institutions. The procedure and conditions for the implementation of this provision are established by the Government of the Russian Federation, unless otherwise provided by this Federal Law.
3. Employees of organizations of any organizational and legal forms for obtaining additional education have the right to leave granted once every two years for a period of at least five working days without pay. The right to choose an additional educational program, as well as an educational institution of additional education, another educational institution that implements additional educational programs, or an organization operating in the field of additional education, belongs to the employee.
4. CHAPTER II. SYSTEM OF ADDITIONAL EDUCATION

Article 4. The concept of a system of additional education

The system of additional education is an integral part of the education system and includes:
additional educational programs;
state educational standards additional education;
educational institutions of additional education and organizations carrying out activities in the field of additional education;
associations (associations, unions) of educational institutions of additional education and organizations operating in the field of additional education;
state-public associations (professional

associations, associations of societies, associations of scientific and methodological councils and other associations) contributing to the implementation of additional education;
educational authorities and their subordinate organizations;
organizations whose activities are aimed at ensuring the educational process in educational institutions of additional education and organizations operating in the field of additional education.

Article 5. Additional educational programs

1. Additional educational programs determine the content of additional education and are divided into additional general educational programs and additional professional educational programs.
Additional general education programs and additional professional educational programs can be programs of additional education for children, additional education for adults, additional education for persons, regardless of age.
2. Additional professional educational programs, depending on the requirements for the level of professional education of students, are divided into additional educational programs of higher professional education, additional educational programs of secondary vocational education, additional educational programs of primary vocational education.
Additional educational programs of higher professional education include additional professional educational programs for which students need to have a higher professional education; additional educational programs of secondary vocational education - additional professional educational programs, for which students need to have secondary vocational education, additional educational programs of primary vocational education - additional professional educational programs, for which students need to have primary vocational education.
Supplementary educational programs for vocational training include additional vocational educational programs designed to improve the skills of individuals who have received vocational training.
3. Additional general educational programs include additional educational programs in the areas of educational activity, designed to assimilate socio-cultural values ​​by students, develop individual abilities, vocational guidance and are not classified as additional professional educational programs.
4. Article 6. Procedure for the development and approval of additional educational programs

1. Additional educational programs are developed and approved by educational institutions of additional education, other educational institutions implementing additional educational programs, and organizations operating in the field of additional education.
2. State educational authorities ensure the development of exemplary additional educational programs based on state educational standards for additional education and other relevant requirements for the content of additional education.
3. Additional educational programs containing elements of military training are developed on the basis of exemplary additional educational programs and are coordinated with the relevant federal executive authorities in the manner established by the Government of the Russian Federation.
4. The content of additional educational programs, the forms of their development and the duration of training for these programs are determined by educational institutions of additional education, other educational institutions implementing additional educational programs, and organizations operating in the field of additional education, consumers of educational services, taking into account the requirements of state educational standards additional education or other relevant requirements for the content of additional education.
5. Mandatory minimum content of additional educational programs professional retraining for certain types, groups of work in the event that there are no state educational standards for additional education, it can be established by the federal executive authority, the state authority of the constituent entity of the Russian Federation, the local government for educational institutions of additional education under their jurisdiction, other educational institutions that implement additional educational programs, and organizations operating in the field of additional education. Article 7. State educational standards of additional education

1. List of additional professional educational programs, training for which is carried out in accordance with state educational standards for additional education, the procedure for development, approval and introduction common ground and federal components of state educational standards for professional additional education are established by the Government of the Russian Federation.
2. State educational standards for general additional education are not established.

Article 8. Forms of mastering additional educational programs

Article 9. Implementation of additional educational programs

2. 3. Depending on the age of students, educational institutions of additional education can be of the following types:
educational institutions of additional education for children;
educational institutions of additional adult education;
educational institutions of additional education of persons regardless of age.
4. Educational institutions of additional adult education, depending on the level of additional educational programs implemented by these institutions, are divided into:
educational institutions of higher professional additional education;
educational institutions of secondary vocational

additional education;
educational institutions of primary vocational additional education;
educational institutions of general additional education. Educational institution of higher professional

additional education is an educational institution of additional education, in which the number of students in additional educational programs of higher professional education is at least 50 percent of the total number of students in the specified institution.

Article 10

1. Article 11

1. An educational institution of additional education for adults is an educational institution of additional education in which persons over the age of 18 make up at least 50 percent of the total number of students.
2. Educational institutions of additional adult education may be of the following types:
academy for advanced training and professional retraining;
institutes for advanced training and professional retraining ( high school);
intersectoral regional centers for advanced training and professional retraining;
training centers advanced training and professional retraining (training centers for training workers in production);
advanced training courses (technical training schools);
other educational institutions that implement additional educational programs for additional adult education.
Academies for advanced training and professional retraining and institutes for advanced training and professional retraining may implement educational programs of postgraduate professional education in the manner prescribed by the legislation of the Russian Federation on education.
3. If there are licenses to conduct educational activities under additional educational programs, additional adult education, in addition to the institutions specified in paragraphs 1 and 2 of this article, may be carried out by educational institutions of various types and organizations operating in the field of additional adult education.

Article 12 Educational institutions of additional education of persons regardless of age and organizations carrying out activities

If there are licenses to conduct educational activities for additional educational programs, additional education of persons, regardless of age, in addition to the institutions specified in paragraphs 1 - 3 of this article, can be carried out by educational institutions of various types and organizations engaged in activities in the field of additional education of persons, regardless of age .

Article 13. Features of additional education of children

1. Additional education of children is aimed at developing the personality, its motivation for learning and creative activity.
2. Additional education of children is carried out in accordance with the following principles:
free choice by children of educational institutions of additional education and additional educational programs in accordance with the interests, inclinations and abilities of children after they receive basic general education;
variety of additional educational programs,

satisfying the diverse interests of children;
continuity of additional education, continuity of additional educational programs, the possibility of their combination, correction in the process of development;
psychological and pedagogical support for the individual development of children;
creative cooperation between teachers and children,
maintaining the physical and mental health of children.

Article 14

1. Additional education for adults includes advanced training and professional retraining, and also contributes to obtaining a new level of education, meeting the intellectual and other needs of the individual, including at the initiative of employers.
2. Additional education for adults should ensure the continuity of their education, providing them with the opportunity to receive additional education necessary for the implementation of professional and other activities (including in the field of health protection and protection environment), to ensure adaptation to changed production or socio-cultural conditions and to meet the intellectual and other needs of the individual.
3. Additional education for adults is carried out on a voluntary basis, except in cases where professional additional education for adults is their job obligation.

Article 15. Educational and information activities

1. Educational and information activities are carried out through training in short-term additional educational programs, including through individual lectures and consultations, as well as using the media. Based on the results of such training, it is mandatory for students to issue documents on the development of additional educational programs by them.
2. If additional education is an educational and informational activity organized at the expense of employers, they have the right to determine the procedure and conditions for organizing this activity.
3. Educational institutions of additional education and organizations carrying out activities in the field of additional education, the main statutory purpose of which is educational and information activities, are not subject to certification and state accreditation.
4. Educational and informational activities can be carried out on the terms of the state order, as well as on the terms of the order of local governments

Article 16 The procedure for the admission of citizens to educational institutions
additional education, other educational institutions,

implementing additional educational programs, and organizations operating in the field of additional education, for training in additional educational programs

1. The procedure for admission of citizens to educational institutions of additional education, other educational institutions implementing additional educational programs, for training in additional educational programs is determined by the founders of these educational institutions in the part not regulated by this Federal Law, and is fixed in the charters of these educational institutions. 2. 3. Advantages in admission to an educational institution of additional education, another educational institution implementing additional educational programs, or an organization operating in the field of additional education, for training in additional educational programs, other things being equal, have:
persons in need of social assistance, including orphans, children left without parental care;
children from large families;
children with disabilities, disabled people of groups I and II, if training in additional educational programs in accordance with the conclusion of institutions of medical and social expertise is not contraindicated for them;
other persons by decision of the Government of the Russian Federation or the founder or founders of an educational institution of additional education, another educational institution implementing additional educational programs, or an organization operating in the field of additional education.
4. Upon admission to an educational institution of additional education, another educational institution that implements additional educational programs, or an organization operating in the field of additional education, for training in additional educational programs associated with certain requirements for the state of health of students, citizens must submit a medical report about the absence of contraindications that impede training in the specified educational programs.

Article 17. Documents on the development of additional educational programs

1. Educational institutions of additional education, other educational institutions that implement additional educational programs, and organizations that carry out activities in the field of additional education and provide additional educational services in accordance with licenses, issue documents on the development of additional educational programs to persons who have completed training, at their request. or about receiving additional educational services. The form of documents is determined by educational institutions of additional education, other educational institutions implementing additional educational programs, and organizations operating in the field of additional education, with the exception of cases provided for by federal law. These documents are certified by the seal of these educational institutions and organizations.
2. Educational institutions of additional education, other educational institutions implementing additional educational programs, and organizations operating in the field of additional education, which have state accreditation, have the right to issue state-approved documents on the development of the corresponding additional educational program to persons who have passed the final certification.
3. Types and forms of state documents on the development of additional professional educational programs, which are issued to persons who have completed training in such programs, are approved in the manner determined by the Government of the Russian Federation.
4. Persons who have mastered additional educational programs in the form of an external student are entitled to final certification in the relevant educational institutions.

Article 18. Competence of the Russian Federation in the field of additional education

To the competence of the Russian Federation in the field of additional education in addition to the competence provided for by the Law of the Russian Federation "About education", relate:
development and implementation of federal target and other state programs, international programs for the development of additional education;
establishment of federal components of state educational standards for additional educational programs;
establishing a list of additional educational programs, the development of which is not allowed in part-time (evening), for full-time and in the form of an external student;
licensing of educational activities for additional educational programs of higher professional education;
certification and state accreditation of educational institutions of higher professional additional education, organizations implementing additional educational programs of higher professional education;
establishing the types and forms of state documents on the development of relevant additional educational programs;
the establishment of categories of citizens who have advantages in admission to state and municipal educational institutions of additional education, other state and municipal educational institutions implementing additional educational programs, and organizations operating in the field of additional education, for free training in additional professional educational programs;
the establishment of tax and duty benefits in accordance with the legislation of the Russian Federation in order to stimulate employers who provide advanced training and continuous education for employees with whom they have labor relations;
conclusion and ratification in accordance with the legislation of the Russian Federation of international treaties of the Russian Federation in the field of regulation of issues of additional education

Article 19

1. In the event that additional educational programs have different directions, for training in various types of activities that are subject to licensing in accordance with the legislation of the Russian Federation, the composition of the expert commission includes, without fail, representatives of state authorities authorized to carry out licensing of the relevant types of activities .

Article 20

1. In educational institutions of additional education and organizations operating in the field of additional education, positions of scientific and pedagogical (professional and teaching staff, scientists), engineering and pedagogical, methodological, pedagogical,

2. Scientific and pedagogical employees of state educational institutions of higher professional additional education, who train persons with higher professional education in additional educational programs, including additional professional educational programs intended for advanced training and professional retraining within higher professional education, in terms of wages are equated to scientific and pedagogical workers of state educational institutions of higher professional education (hereinafter referred to as scientific and pedagogical workers of state higher educational institutions).

3. Educational institutions of additional education and organizations carrying out activities in the field of additional education are obliged to provide advanced training for employees for whom these educational institutions and organizations are the main place of work

Article 21

1 Property relations in the system of additional education are regulated by the Civil Code of the Russian Federation, the Law of the Russian Federation "On Education" and other normative legal acts.
2. An educational institution of additional education and an organization carrying out activities in the field of additional education - tenants of buildings, premises, structures, equipment and other fixed assets shall, other things being equal, have a priority right over other persons to conclude a lease agreement for a new term.
3. Public organizations (associations) carrying out activities on a gratuitous basis in the field of additional education of children may be provided with premises for the implementation of these activities on preferential terms or on a gratuitous basis.

Article 22

1. Financing of educational institutions of additional education and other educational institutions in terms of the implementation of -1 additional educational programs is carried out by the founders of educational institutions. Educational institutions of additional education, other educational institutions implementing additional educational programs, and organizations operating in the field of additional education, under agreements with the founders, can carry out activities to implement additional educational programs on the terms of partial or full self-financing.
2. The founders of state and municipal educational institutions implementing educational programs for basic general education of children, in accordance with agreements between educational institutions and their founders, are obliged to allocate financial resources to educational institutions in the amount necessary for organizing training in additional educational programs.
3. Issues of development and financing of the system of additional education are highlighted in a separate section in the Federal Program for the Development of Education.
4. The minimum standards for the financial costs of employers for additional professional education and additional professional training of employees established by the Government of the Russian Federation may be differentiated by sectors of the economy and regions, but may not be less than 2 percent of wage costs. Actual costs are included in the cost of products (services) in the manner prescribed by federal law. In this case, the total amount of expenses attributed to the cost of products (services) cannot be less than the amount of expenses established by the legislation of the Russian Federation on the day this Federal Law enters into force.
5. Funds of citizens and legal entities, disinterestedly transferred to the development of educational institutions of additional education, other educational institutions implementing additional educational programs, and organizations operating in the field of additional education, can be deducted from the taxable base of such citizens and legal entities in the manner established by the legislation of the Russian Federation on taxes and fees .
6. State bodies, whose competence includes the distribution of state orders for additional education, carry out the placement of these state orders on a competitive basis. At the same time, educational institutions of any organizational and legal forms are invited to participate in the competition.
7. When implementing additional educational programs for paid basis the amount of tuition fees is established by a contract for the provision of paid services between an educational institution of additional education, another educational institution implementing additional educational programs, or an organization operating in the field of additional education, and a citizen, or between the said educational institution or organization and a legal entity.

Article 23 State support for additional education

1. Educational institutions of additional education and organizations operating in the field of additional education enjoy tax and other benefits established by the legislation of the Russian Federation, the legislation of the constituent entities of the Russian Federation, regulatory legal acts of local governments for educational institutions implementing the relevant basic educational programs.
2. For state and municipal educational institutions of additional education that lease premises, buildings, structures, land plots that are in federal ownership, the rent must not exceed the cost of operating expenses.
3. The state promotes the implementation of additional educational programs through the media.
4. Employers have the right, at their own expense, to organize training for employees in additional general education programs.

Article 24. Ensuring the realization of the right to additional education

1. The state ensures the possibility of citizens exercising the right to additional education by creating the necessary socio-economic conditions for the development of the system of additional education, providing benefits to citizens receiving additional education.
2. The state assists citizens in obtaining additional professional education, including children and young people who show outstanding abilities in mastering additional educational programs, by providing them with special state scholarships, including scholarships for studying outside the territory of the Russian Federation. The procedure for granting such scholarships is established by the Government of the Russian Federation.
3. The state fully or partially compensates citizens in need of social assistance, including unemployed citizens, the costs of receiving additional education.
Categories of citizens whose additional education is carried out at the expense of the federal budget and the budgets of the constituent entities of the Russian Federation, as well as the sources and amounts of such funds, the forms of their allocation to these citizens are determined in the manner established respectively by the Government of the Russian Federation and state authorities of the constituent entities of the Russian Federation.
4. The state creates conditions for continuous self-education of citizens, including providing state support for the development, development and implementation of remote methods and (or) learning tools for various purposes, as well as the media and organizations engaged in educational and educational information activities.
5. Funds spent by a citizen on obtaining additional education in an educational institution with state accreditation are deducted from the relevant taxable base when calculating income tax in accordance with the legislation of the Russian Federation on taxes and fees.
6. For students sent by employers to study full-time on additional educational programs in educational institutions of additional education, other educational institutions implementing additional educational programs, and organizations operating in the field of additional education, the average salary at the main place of work is retained. Nonresident students sent to full-time study are paid travel expenses at the expense of employers at rates that are not lower than those established by the legislation of the Russian Federation.
Payment for the travel of students to the place of study and back, as well as the payment of daily allowances for the time they are on the road and during training, is carried out at the expense of employers.
7. The adopted federal target scientific, technical and economic programs must contain sections on additional professional education and training.
8. The state stimulates investments in the system of additional education, creates and develops educational institutions of additional education, encourages the issuance of preferential loans to employers to invest in additional education and pay the cost of training employees in additional educational programs.
9. In state and municipal educational institutions of additional education, other state and municipal educational institutions implementing additional educational programs, and organizations operating in the field of additional education, state authorities of the constituent entities of the Russian Federation and local governments if the number of citizens, wishing to study under the relevant additional educational program exceeds the number of places, a quota for the admission of citizens in need of social assistance, including orphans, children left without parental care, and disabled children, is established.
Citizens admitted to study at state and municipal educational institutions within the established quotas are guaranteed free additional education.

Article 25

1. The employer, in accordance with the procedure established by this Federal Law and other relevant regulatory legal acts of the Russian Federation, provides vocational training, professional retraining and advanced training for employees with whom the employer has labor relations. The procedure for sending employees with whom the employer is in labor relations to training in additional professional educational programs at the initiative of the employer is established by a collective agreement (agreement).
When concluding an employment agreement (contract), the employer is obliged to familiarize the employee with the procedure for sending to educational institutions of additional education, other educational institutions implementing additional educational programs, or organizations operating in the field of additional education.
2. In the event that additional education involves professional retraining and after receiving it it is planned to transfer the employee to a new place of work, the employer is obliged, when sending the employee for training, to familiarize him with the conditions and nature of work at the new place of work and obtain the consent of the employee to transfer him to a new one. place of work.
3. When employees are laid off in connection with the liquidation of an organization or a reduction in the number or staff, the employer is obliged to provide professional retraining of the laid-off employees under one of the additional educational programs for the purpose of further employment of employees, with the exception of employees entitled to receive an old-age pension.
4. Organizations carrying out activities in the field of additional education, when training employees in such organizations, may be provided with financial assistance in the form of soft loans, targeted subsidies and in other forms. Article 26

1. The amount of wages, the terms of its payment and other working conditions for pedagogical employees of state and municipal educational institutions of additional education are established for such employees as for the relevant categories of employees of state and municipal educational institutions implementing basic educational programs.
Pedagogical workers who carry out additional education of children in state and municipal educational institutions, including the heads of such institutions, are subject to benefits and social guarantees established by the legislation of the Russian Federation for the relevant categories of employees of general educational institutions.
2. When implementing additional educational programs for additional education of children, the salary rate of a pedagogical worker is set at the rate of 18 hours of workload of a teaching worker per week.
3. CHAPTER III. INTERNATIONAL ACTIVITIES OF THE RUSSIAN FEDERATION IN THE FIELD OF ADDITIONAL EDUCATION

Article 27. International cooperation of the Russian Federation in the field of additional education

2. Educational institutions of additional education, other educational institutions implementing additional educational programs, and organizations operating in the field of additional education, interested citizens have the right to participate in international programs in the field of additional education and their projects.
3. Educational institutions of additional education, other educational institutions implementing additional educational programs, and organizations operating in the field of additional education, have the right, in accordance with the legislation of the Russian Federation:
establish relations with foreign and international organizations in the field of additional education, including conducting joint research, exchanging employees, students, relevant technologies, programs;
create, with the participation of foreign persons, educational institutions of additional education and organizations to ensure the activities of such educational institutions;
independently carry out foreign economic activity.

The procedure for developing exemplary basic educational programs, conducting their examination and maintaining a register of exemplary basic educational programs is approved by the Ministry of Education and Science of the Russian Federation (Order of the Ministry of Education and Science of Russia dated May 28, 2014 No. 594 “On approval of the Procedure for developing exemplary basic educational programs, conducting their examination and maintaining a register of basic educational programs").

Projects of exemplary basic general education programs are developed by order of the Ministry of Education and Science of Russia. They are sent by the developers to organize an examination to the federal educational and methodological association for general education (UMO for general education), created by the Ministry of Education and Science of Russia. If the federal UMO is the developer of the draft of the exemplary basic general education program, then it independently organizes the examination of the draft of the exemplary basic general education program.

Authorized state authorities of the constituent entities of the Russian Federation are involved in the examination of exemplary basic general educational programs, taking into account their level and focus (in terms of taking into account regional, national and ethno-cultural characteristics).

Exemplary programs in terms of subjects, courses, disciplines (modules) aimed at obtaining knowledge by students about the fundamentals of the spiritual and moral culture of the peoples of the Russian Federation, about moral principles, about the historical and cultural traditions of the world religion (world religions), are subject to examination in a centralized religious organizations for compliance of their content with the dogma, historical and cultural traditions of this organization in accordance with its internal regulations.

Projects of exemplary basic professional programs are sent by developers to organize an examination in educational and methodological associations in the system of vocational education.

The development of exemplary programs for the training of scientific and pedagogical personnel in postgraduate studies is provided by the federal executive authorities, in which the legislation of the Russian Federation provides for military or other service equivalent to it, service in the internal affairs bodies, service in the bodies for controlling the circulation of narcotic drugs and psychotropic substances. Such federal executive bodies include the Ministry of Defense of the Russian Federation, the Ministry of Internal Affairs, the Federal Security Service, the Federal Drug Control Service of the Russian Federation, etc. In accordance with the Federal Law of June 4, 2014 No. 145-FZ "On amendments to certain legislative acts of the Russian Federation on issues military service in the bodies of the military prosecutor's office and military investigative bodies of the Investigative Committee of the Russian Federation, the Investigative Committee of the Russian Federation will be included among such bodies.

The Ministry of Culture of the Russian Federation provides for the development of exemplary internship programs, and the Ministry of Health of the Russian Federation is responsible for the development of exemplary residency programs.

In accordance with part 10 of the commented article, exemplary basic educational programs are included, based on the results of the examination, in the register of exemplary basic educational programs, which is the state information system. The information contained in this register is publicly available.

Organizations that are granted the right to maintain a register are established by the Ministry of Education and Science of the Russian Federation.

The register is maintained by the operator by:

Entering in the register the details of the decision to approve the exemplary program, the details of the decision to transfer the exemplary program to the section of the archive for which such a decision was made;

Technical support for the functioning of the registry;

Automated processing of information contained in the registry;

Providing access to exemplary programs contained in the registry;

Ensuring the safety of information contained in the register;

Ensuring the protection of information contained in the register.

The approximate program after approval is sent by the Ministry of Education and Science of the Russian Federation or educational and methodical association in the vocational education system to the operator, who places the program in the register.
