For some categories of USE participants who did not have the opportunity to participate in the USE on the main dates (in May-June) for a good reason, documented (illness, family circumstances, final exams at a technical school and other reasons), a single schedule provides for additional USE dates (in July):

  • graduates of previous years;
  • graduates of educational institutions of primary vocational and secondary vocational education;

  • Write abbreviated words in your answer.
  • When writing the answer, place the characters one under the other in one cell.

If there are not enough Part C answer sheets on the exam, are drafts considered?

Please note that drafts are not processed or reviewed. Additional forms for answering the tasks of part C are supplied to the region in sufficient quantities, and the regional education authority is obliged to provide them with all points of the exam. The organizers are obliged to issue forms upon first request. If the participant is not given additional forms upon request, this is considered a gross violation of the examination procedure. The USE participant can declare immediately at the examination point by filing an appeal about the violation of the USE procedure.

If the participant has spoiled the form, can it be replaced?

If, in your opinion, the form is damaged, you need to invite the organizer to assess whether the form is really damaged or whether it is enough to make corrections in it. Misspellings or typographical errors (in the registration form or in answer form No. 1 or No. 2) are not grounds for replacement. It must be borne in mind that it is impossible to change the form separately from the individual set. Only the whole set changes, and the exam tasks will be completely replaced.

We pay special attention to the fact that the replacement of forms can be carried out only before the start of the exam, i.е. before the start of the tasks. If the form was damaged during the exam, then the entire set must be handed over to the organizer in the audience and leave the PES. Then you need to sign up for the exam on the reserve day.

Is it possible to make any notes in KIMs?

The scale for converting primary scores into test scores depends on the complexity of the tasks and statistical analysis USE results for all exam participants and is calculated using a special computer program. Is the test score a percentage of correct solutions?

The USE test score does not reflect the percentage of correctly solved tasks of the examination paper. The Federal Conflict Commission is created to consider appeals from participants who take the Unified State Examination outside the territory of the Russian Federation.

If you do not agree with the decision of the conflict commission, you have the right to apply to Rosobrnadzor with a statement of facts and arguments. In this case, additional verification may be carried out.

If the image for processing by the machine is poorly scanned, what will happen?

If you have any doubts that your examination paper was processed correctly, you can file an appeal for disagreement with the scores within 2 business days. The USE participant who filed the appeal is given the opportunity to make sure that his examination paper has been checked and evaluated in accordance with the established requirements. The conflict commission provides printed images of the examination paper of the USE participant.

If errors are detected during processing, the protocol for considering the appeal indicates the real answers of the USE participant instead of those that were processed erroneously. After re-processing, the results of the exam are recalculated.

Is the exam paper handed out?

A scanned image of the examination paper can be presented to the USE participant (legal representative) only during the appeal procedure. He is given the opportunity to make sure that his examination paper is checked and evaluated in accordance with the established requirements. Work is not handed out.

Is the outcome of the appeal immediately known?

On the day of the consideration of the appeal, you will be informed about the decision of the conflict commission and will be offered to sign the protocol of the consideration of the appeal.

If, as a result of an appeal, the result is increased, when will it be recorded?

If, based on the results of the consideration of the appeal about disagreement with the results of the exam, the conflict commission decides to satisfy the appeal and assign other points, the conflict commission passes the relevant information to the RCSC and further according to the appropriate scheme for further approval by the SEC. If the conflict commission decides to retake the exam, but the participant wrote the second paper for a smaller number of points, is it possible to put the first result in the certificate?

The conflict commission may decide to retake the exam only if an appeal has been filed about a violation of the established procedure for conducting the exam. In this case, the first test result is canceled, and the result obtained during the retake is entered in the certificate, which will be reflected in the Federal Information System (FIS).

Is it possible to correct a misjudgment made by the computer due to an incorrect item in part A or B?

In such cases, the conflict committee should consult with the designers of the CMM. If the developers confirm that there is an error, then all USE participants who completed this option, depending on their answer, the results for these tasks will be counted as correct.

What to do if the day of the appeal (meeting of the conflict commission) coincides with the day of the exam?

The day of your appeal does not have to be the same day as the exam you are taking. In this case, you need to contact the conflict commission and reschedule the day or time for the consideration of the appeal.

If, during the appeal, it turns out that the score was set correctly, are points removed “as a punishment”?

Based on the results of the consideration of the appeal of disagreement with the scores, the conflict commission decides either to reject the appeal and retain the scores, or to satisfy the appeal and assign other scores. There is no penalty for filing an appeal.

Will only test scores be indicated in the certificate of USE results?

How to restore the certificate of the results of the exam, which is lost?

In cases of loss of a certificate of USE results or damage (damage), an educational institution (an executive authority of a constituent entity of the Russian Federation that manages education, a local government that manages education) issues a duplicate certificate of USE results, if the validity period of this certificate has not expired.

Duplicates are issued within seven days from the date of submission of a written application by the USE participant to the educational institution (the executive authority of the constituent entity of the Russian Federation that manages education, the local government that manages education) that issued him a certificate of USE results. If you lose your passport, you should write a statement to the police and get a certificate that will indicate the details of the lost passport. This certificate will replace the lost passport until a new document is received. The new passport will be stamped with the details of the old passport.

On the basis of what does the USE participant receive a certificate of the results of the Unified State Examination, if the passport is being processed? Is a birth certificate and citizenship insert and a certificate from the school proving identity sufficient to obtain? Can parents get a certificate of USE results?

The certificate of the results of the exam is issued:

  • to the USE participant or his parents (legal representatives) upon presentation of a document proving his identity;
  • to a person authorized by the USE participant, on the basis of a document proving his identity, and a power of attorney drawn up in the prescribed manner.

Each educational institution receives the right to set its own passing score for all subjects included in the list of entrance examinations in the specialty. The procedure for conducting a unified state exam

I. General provisions

1. This Procedure for conducting a unified state exam (hereinafter referred to as the Procedure) determines the rules for organizing and conducting a unified state exam on the territory of the Russian Federation and abroad, including participants in a unified state exam, their rights and obligations, the procedure for checking examination papers, filing and consideration of appeals.

The system for evaluating the results of the unified state exam is established by the Regulations on the forms and procedure for conducting state (final) certification of students who have mastered the basic general education programs secondary (complete) general education 1 .

2. The Unified State Examination (hereinafter referred to as the USE) is a form of objective assessment of the quality of training of persons who have mastered the educational programs of secondary (complete) general education, using control measuring materials, which are sets of tasks of a standardized form, the implementation of which allows you to establish the level of development of the federal state educational standard 2 (hereinafter - KIM) 3 .

3. The USE is held in the following general education subjects: mathematics, Russian language, literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​(English, French, German, Spanish), computer science and information and communication technologies (ICT).

4. Persons involved in the conduct of the Unified State Examination, and during the period of the Unified State Examination also persons who passed the Unified State Exam, are liable in accordance with the legislation of the Russian Federation for disclosing the information contained in the KIM 3.

II. USE participants

5. USE participants are:

students who have mastered the main general education programs of secondary (complete) general education and are admitted in the prescribed manner to the state (final) certification (hereinafter referred to as graduates of the current year);

students of educational institutions of primary vocational and secondary vocational education who have mastered the federal state educational standard of secondary (complete) general education within the framework of basic professional educational programs;

graduates of educational institutions of previous years who have a document on secondary (complete) general, primary vocational or secondary vocational education, including persons whose previously received certificate of USE results has not expired (hereinafter referred to as graduates of previous years);

citizens with secondary (complete) general education received in educational institutions of foreign countries 4 .

6. Graduates of special educational institutions of a closed type for children and adolescents with deviant (socially dangerous) behavior and educational institutions of the penitentiary system, as well as graduates with disabilities, have the right to pass the exam on a voluntary basis.

7. Students of educational institutions of primary vocational and secondary vocational education, who have mastered the federal state educational standard of secondary (complete) general education within the framework of basic professional educational programs, pass the exam on a voluntary basis. The deadline for passing the USE is chosen by such students upon completion of mastering the main general education programs of secondary (complete) general education or upon completion of mastering the main educational program of vocational education of the appropriate level.

8. To participate in the USE, the persons specified in paragraph 5 of this Procedure, no later than March 1, submit to the places of registration for the USE, determined in accordance with this Procedure, an application indicating the list of general education subjects for which they plan to take the USE this year.

Persons who applied for the USE before March 1, pass the USE during the state (final) certification of graduates of the current year.

9. Graduates of past years, graduates of educational institutions of primary vocational and secondary vocational education, as well as citizens with secondary (complete) general education received in educational institutions of foreign states, who were not able to participate in the Unified State Examination during the period of state (final) certification, the right to apply for participation in the exam until July 5.

These persons pass the exam in additional terms.

10. After the expiration of the deadlines established by paragraph 8 of this Procedure, a change in the examinations in general education subjects indicated in the application is possible only if the USE participant has good reasons (illness or other documented circumstances).

In this case, the USE participant submits an application to the state examination commission of the constituent entity of the Russian Federation (federal examination commission) indicating the amended list of general education subjects for which he plans to take the USE, and the reasons for changing the previously declared list. The specified application is submitted no later than one month before the start of the relevant examinations.

11. The results of the USE of graduates of the current year are recognized in the prescribed manner by general educational institutions in which they were admitted in the prescribed manner to the state (final) certification, as the results of the state (final) certification, and by educational institutions of secondary vocational and higher professional education - as the results of entrance examinations. tests in the relevant general education subjects.

The results of other USE participants are recognized by educational institutions of secondary vocational and higher vocational education as the results of entrance examinations in the relevant general education subjects.

III. Organization of the exam

12. The USE is organized and conducted by the Federal Service for Supervision in Education and Science (hereinafter - Rosobrnadzor) on the territory of the Russian Federation together with the executive authorities of the constituent entities of the Russian Federation, outside the territory of the Russian Federation - together with the founders of Russian educational institutions located outside the territory of the Russian Federation, having state accreditation and implementing the main educational programs of secondary (complete) general education (hereinafter referred to as the founders) 3 .

13. In order to organize and prepare for the conduct of the Unified State Examination on the territory of the Russian Federation and beyond its borders, Rosobrnadzor performs the following functions:

organizes the development of CIM;

organizes the provision of state examination commissions of the constituent entities of the Russian Federation with examination materials, including KIM, as well as USE forms (registration forms and answer forms for USE participants) (hereinafter together - USE forms);

provides scientific and methodological support for the USE;

organizes the implementation of a centralized verification of examination papers of USE participants;

organizes the formation and maintenance of a federal information system for ensuring the conduct of the Unified State Exam and the admission of citizens to educational institutions of secondary vocational education and educational institutions of higher professional education (hereinafter referred to as the federal information system) in the manner established by the Government of the Russian Federation 5 .

14. Organizational and technological support for the organization and conduct of the Unified State Examination at the federal level, as well as outside the territory of the Russian Federation, is carried out by an organization determined in accordance with the legislation of the Russian Federation (hereinafter referred to as the authorized organization).

15. The powers of state authorities of the subject of the Russian Federation in the field of education include the provision and conduct of state (final) certification of students who have mastered the educational programs of basic general education or secondary (complete) general education, including in the form of the Unified State Examination (including the training of persons involved to the USE, organizing the formation and maintenance of regional information systems, ensuring the storage, use and destruction of examination materials and certificates of USE results, processing and checking examination papers of USE participants, as well as ensuring that USE participants are familiarized with their results and accreditation of public observers) 6 .

In order to ensure the conduct of the Unified State Examination on the territory of a constituent entity of the Russian Federation, measures are being taken to:

organizing and ensuring the activities of commissions created in a constituent entity of the Russian Federation, as well as training specialists involved in the conduct of the Unified State Examination;

determining the places of registration for passing the exam, the locations of the points for conducting the exam (hereinafter - PES) and the distribution between them of the participants of the exam, the composition of the leaders and organizers of the PES, the list of hard-to-reach and remote areas of the constituent entities of the Russian Federation, the composition of state examination, subject and conflict commissions, provisions on state examination, subject and conflict commissions of the constituent entities of the Russian Federation;

organization of informing USE participants and their parents (legal representatives) on the organization and conduct of the USE - through educational institutions and local governments that manage education (hereinafter referred to as local governments), as well as through interaction with the media, organization of work hotline telephones and maintenance of a section on the official website of the executive authority of a constituent entity of the Russian Federation (or a separate website) dedicated to the issues of conducting the Unified State Examination in the territory of a constituent entity of the Russian Federation;

ensuring the formation and maintenance of regional information systems for ensuring the conduct of the Unified State Examination (hereinafter referred to as regional information systems) and entering information into the federal information system in the manner established by the Government of the Russian Federation 5 ;

enforcement information security during the delivery, storage and use of examination materials, including the appointment of persons responsible for the receipt, delivery, storage, accounting and issuance of examination materials, determining the storage locations for examination materials and the scheme for their delivery to the PES;

organization of accreditation of citizens as public observers in the manner established by the Ministry of Education and Science of the Russian Federation (hereinafter referred to as the Ministry of Education and Science of Russia) 7 ;

ensuring the conduct of the exam in the PES in accordance with the requirements of this Procedure;

ensuring compliance with the deadlines and procedure established by this Procedure for processing the examination papers of USE participants and checking the answers of USE participants to tasks of examination work with a detailed answer;

ensuring compliance with the deadlines and procedure for familiarizing USE participants with the results of the USE established by this Procedure, monitoring the familiarization of USE participants with the results of the USE within the established time limits, ensuring that USE participants are informed about the decisions of the state examination commission and the conflict commission of the constituent entity of the Russian Federation on issues of change and ( or) cancellation of the results of the exam;

organization of registration and issuance of certificates of USE results to USE participants in the manner established by the Ministry of Education and Science of Russia 8 .

16. In order to inform citizens about the procedure for conducting the Unified State Exam in the constituent entities of the Russian Federation, as well as in Russian educational institutions located outside the territory of the Russian Federation, having state accreditation and implementing the main educational programs of secondary (complete) general education (hereinafter referred to as foreign educational institutions) , in the media, in which the official publication of the regulatory legal acts of the state authorities of the constituent entities of the Russian Federation, founders, on the official websites of the executive authorities of the constituent entities of the Russian Federation, founders or individual websites dedicated to the issues of the USE, the following information is published:

on the timing of the exam - until

on the locations of PES, on the timing, places and procedure for informing about the results of the exam and issuing certificates of the results of the exam - no later than two weeks before the start of the exams.

17. For the organization and conduct of the exam, examination, subject and conflict commissions are annually created. In order to ensure the independence and objectivity of the USE during the formation of these commissions, it should be possible for representatives of general educational institutions, educational institutions of vocational education, as well as public associations and organizations to participate in their work.

18. To organize and conduct the Unified State Examination outside the territory of the Russian Federation, Rosobrnadzor creates federal examination, subject and conflict commissions.

Federal subject commissions are created in order to check the examination papers of graduates who have taken the Unified State Examination outside the territory of the Russian Federation.

The Federal Conflict Commission is being created to consider appeals from USE participants who take the USE outside the territory of the Russian Federation.

19. Federal subject commissions recheck individual examination papers of USE participants who took exams on the territory of the Russian Federation or abroad, on behalf of Rosobrnadzor.

20. As part of the organization and conduct of the Unified State Examination in the subject of the Russian Federation, the SEC:

1) organizes and coordinates the work on the preparation and conduct of the exam, including:

coordinates the proposals of the executive authority of the constituent entity of the Russian Federation on the personal composition of the leaders and organizers of the PES, members of the subject commissions, places of registration for the USE, locations of the PES;

coordinates the work of subject commissions;

2) ensures compliance with the established procedure for conducting the USE on the territory of a constituent entity of the Russian Federation, including:

sends its authorized representatives to the PES and the regional information processing center to monitor the progress of the USE and compliance with the information security regime during the USE;

interacts with public observers on compliance with the established procedure for conducting the exam;

3) considers at its meeting the results of the USE in a constituent entity of the Russian Federation and, in the cases established by this Procedure, makes decisions on the approval or cancellation of the results of the USE of the USE participants.

Decisions of the SEC are documented in protocols.

21. Persons who have undergone appropriate training are involved in the subject commissions for each general education subject.

Subject commissions recheck individual examination papers of USE participants who took exams on the territory of a constituent entity of the Russian Federation, on behalf of the executive authority of the constituent entity of the Russian Federation.

22. Consideration of appeals of USE participants is carried out by a conflict commission, which cannot include members of the SEC and subject commissions.

23. The conflict commission performs the following functions:

accepts and considers appeals of USE participants on violations of the established procedure for conducting the USE, as well as on disagreement with the points given;

makes, based on the results of the consideration of the appeal, a decision on the satisfaction or rejection of the appeal of the USE participant;

informs the USE participant who filed the appeal, and (or) his parents (legal representatives), as well as the SEC, about the decision made.

Decisions of the conflict commission are documented in protocols.

24. Organizational and technological support for the conduct of the Unified State Examination in a constituent entity of the Russian Federation is carried out by an organization determined in accordance with the legislation of the Russian Federation to perform the functions of a regional information processing center (hereinafter referred to as the RCOI).

25. During the organization and conduct of the Unified State Examination, the RCOI carries out:

ensuring activities for the operation of the regional information system and interaction with the federal information system in the manner established by the Government of the Russian Federation 5 ;

technological and informational interaction with the PES, including, by decision of the executive authority of the constituent entity of the Russian Federation, the automated distribution of USE participants and organizers among the PES audiences;

processing of examination papers of USE participants;

technological and informational interaction with the authorized organization;

information support for the work of the SEC, subject commissions, the conflict commission of the constituent entity of the Russian Federation, the executive authority of the constituent entity of the Russian Federation, educational institutions, local governments in terms of organizing and conducting the exam.

26. In order to facilitate the organization and conduct of the Unified State Examination, educational institutions implementing the main general educational programs of secondary (complete) general education, the main educational programs of vocational education, as well as local governments:

send their employees to the composition of the SEC, subject commissions, conflict commissions, as well as to the composition of the leaders and organizers of the PES;

inform the USE participants about the place and procedure for registering for the USE, the place and timing of the USE, as well as filing and considering appeals, informing about the USE results, issuing certificates about the USE results (information is posted on the information stand and, if available, on the website of the educational institution ( local authority);

interact with the RCOI, SEC, executive authorities of the constituent entities of the Russian Federation;

enter information into the federal information system and regional information systems in the manner established by the Government of the Russian Federation 5 .

IV. Dates and duration of the exam

27. For the conduct of the exam in the Russian Federation and beyond, a unified schedule of exams is provided.

For each general education subject, the duration of the examination is determined.

The duration of the exam in general education subjects does not include the time allocated for preparatory activities (instructing USE participants, opening special delivery packages with examination materials, filling in the registration fields of the USE forms, setting up audio playback tools during the USE in foreign languages). For USE participants with disabilities, the duration of the exam is increased by 1.5 hours.

28. By decision of the SEC (FEC), the following USE participants are re-admitted to the exam in the current year in the corresponding general education subject:

graduates of the current year who received an unsatisfactory result in the Russian language or mathematics at the state (final) certification in the form of the Unified State Examination;

those who did not pass the exam for good reasons (illness or other circumstances, documented);

those who did not complete the examination work for good reasons (illness or other circumstances, documented);

the USE results of which were canceled by the SEC (FEC) when the conflict commission satisfied the appeal of the USE participant about the violation of the established procedure for conducting the USE.

If, in the cases established by this Procedure, the USE participant was removed from the exam, then the decision on the possibility of admitting him to retake the USE in the corresponding general education subject is made by the SEC (FEC) based on the results of checking the fact of his removal from the exam.

V. Conducting the exam

29. Exam materials are delivered to the subjects of the Russian Federation in accordance with the unified exam schedule, but not earlier than three days before the exam.

Delivery of examination materials to foreign educational institutions and to hard-to-reach and remote areas of the constituent entities of the Russian Federation is carried out no earlier than forty-five days before the start of the exams. KIM are delivered to foreign educational institutions and to hard-to-reach and remote areas of the constituent entities of the Russian Federation on electronic media in encrypted form. The schedule for the delivery of examination materials is agreed by the founders and executive authorities of the constituent entities of the Russian Federation with the authorized organization no later than March 1.

Storage of examination materials until the day of the examination is provided by the executive authority of the constituent entity of the Russian Federation, the founder.

The storage of examination materials before the start of the exam at the PES is provided by the head of the PES.

The storage of examination materials should exclude the possibility of access to them by unauthorized persons and the dissemination of restricted information contained in the KIM.

Opening examination materials before the start of the exam is prohibited.

30. The USE is held at the PES, the locations of which are approved by the executive authority of the constituent entity of the Russian Federation, the founder in agreement with the SEC (FEC).

The number and location of PES are determined based on the fact that at least 15 USE participants must be present in the PES. In the absence of the possibility of organizing a PES in accordance with the specified requirement, additional measures are provided for monitoring compliance with the established procedure for conducting the USE.

PES are placed in buildings where educational institutions are located, or in other buildings that meet the requirements established by paragraphs 32-34 of this Procedure.

In the event of a threat of emergency the executive authorities of the constituent entities of the Russian Federation, the founders, in agreement with the SEC (FEC), decide to postpone the passing of the exam to another PES or to another day, provided for by the unified exam schedule.

31. The number, total area and condition of the premises provided for the USE (hereinafter referred to as classrooms) must ensure that examinations are conducted in conditions that comply with the requirements of the sanitary and epidemiological rules and regulations "Sanitary and epidemiological requirements for the conditions and organization of education in educational institutions. SanPiN 2.4.2.2821-10", approved by the Decree of the Chief State Sanitary Doctor of the Russian Federation of December 29, 2010 N 189 (registered by the Ministry of Justice of the Russian Federation on March 3, 2011, registration N 19993).

Auditoriums must be suitably isolated from rooms not used for the examination.

At the time of the Unified State Examination, stands, posters and other materials with informational and reference information on the relevant general education subjects should be closed in the classrooms.

Audiences allocated for the USE in foreign languages ​​must be equipped with audio playback facilities.

The number of classrooms is determined based on the fact that no more than 15 USE participants should be present in each classroom. A separate workplace should be allocated for each USE participant.

32. For USE participants with disabilities, the PES must be equipped taking into account their individual characteristics. The material and technical conditions for the exam should ensure unimpeded access of USE participants with disabilities to the classroom, toilets and other premises, as well as their stay in these premises (the presence of ramps, handrails, widened doorways, elevators, in the absence of elevators, the audience should be located on the first floor; availability of special chairs and other devices).

During the exam, there are assistants who provide USE participants with disabilities with the necessary technical assistance, taking into account their individual characteristics, helping USE participants with disabilities to take a workplace, move around, and read the assignment.

USE participants with disabilities, taking into account their individual characteristics, can use the technical means they need in the process of passing the exam.

For deaf and hard of hearing USE participants, the exam rooms must be equipped with sound-amplifying equipment for both collective and individual use.

For blind USE participants, the PES should provide for a sufficient number of special accessories for arranging answers in Braille in a specially provided notebook.

For visually impaired USE participants, the PES should provide for the possibility of enlarging (copying in an enlarged size) the USE forms, in the exam rooms there should be magnifying devices and individual uniform lighting of at least 300 lux.

During the exam for USE participants with disabilities in the classrooms, meals and breaks can be organized to carry out the necessary medical and preventive procedures.

Meals and breaks for carrying out the necessary medical and preventive procedures in the classrooms during the exam can also be organized for USE participants who studied at home for health reasons, in health-improving educational institutions of a sanatorium type for children in need of long-term treatment who were in medical and preventive institutions for more than four months preceding the USE.

33. In the PES, a room should be allocated for the head of the PES, equipped with a telephone connection, a printer and a personal computer with the necessary software for the automated distribution of USE participants and organizers to audiences for the exam (if such distribution is made in the PES). Premises for the leaders of PES, organized in hard-to-reach and remote areas and foreign educational institutions, are also provided with a scanner and specialized software for decoding, replicating KIM and scanning the answer forms of USE participants.

Premises are allocated in the PES for persons accompanying USE participants, representatives of the media, public observers and other persons who have the right to be present in the PES on the day of the exam. These rooms must be suitably isolated from the exam rooms.

34. On the day of the exam, the head and organizers of the PES, an authorized representative of the SEC (FEC), the head of the organization on the basis of which the PES is organized, or a person authorized by him, law enforcement officers, medical workers, as well as assistants who provide the necessary technical assistance to USE participants with disabilities, taking into account their individual characteristics, including directly during the exam.

The leaders and organizers of the PES are appointed by the executive authority of the constituent entity of the Russian Federation in agreement with the SEC. Persons who have undergone appropriate training are involved as organizers in the PES. When conducting the Unified State Examination in the relevant general education subject, the organizers should not include specialists in this general education subject. It is not allowed to involve as organizers in PES employees of general educational institutions who are teachers of participants in the USE-graduates of the current year who are taking the exam in this PES (with the exception of PES organized in hard-to-reach and remote areas, in foreign general education institutions, as well as in educational institutions of criminal executive system).

On the day of the exam, representatives of the media, public observers accredited in accordance with the established procedure, as well as officials of Rosobrnadzor, the executive authority of the constituent entity of the Russian Federation, exercising the delegated powers of the Russian Federation in the field of education, carrying out field verification of compliance with the established procedure conducting the exam. Representatives of the media can be present in the classrooms for the exam only until the participants of the USE start filling out the USE forms. There should not be more than 1 public observer per 15 USE participants.

The admission of these persons to the PES is carried out only if they have documents proving their identity and confirming their authority. The admission of USE participants to the PES is carried out if they have documents proving their identity, and if they are in the distribution lists approved by the executive authority of the subject of the Russian Federation in this PES.

If, for objective reasons, the USE participant - a graduate of the current year - does not have an identity document, the admission of such an USE participant to the PES can be made after a written confirmation of his identity by a representative of the educational institution in which he was admitted to the state (final) certification.

35. Exam materials are delivered to the PES by authorized representatives of the SEC on the day of the exam in the relevant general education subject.

36. Before the start of the exam, the head of the PES organizes the automated distribution of USE participants and organizers by audience.

By decision of the executive authority of the constituent entity of the Russian Federation, the automated distribution of USE participants and organizers by audience can be carried out by the RTsOI. In this case, the distribution lists of USE participants and organizers by audience are transferred to the PES along with the examination materials.

The lists of the distribution of USE participants by audience are transferred to the organizers, and are also posted on the information stand at the entrance to the PES and at each audience in which the exam will be held. The organizers assist the USE participants in placing them in the classrooms where the exam will be held.

Organizers are assigned to classrooms based on the fact that there should be two organizers in each classroom.

During the exam, some of the organizers are on the floors of the PES and help USE participants navigate the premises of the PES, and also monitor the movement of persons not involved in the exam.

In PES organized in hard-to-reach and remote areas and foreign educational institutions, before the start of the exam (not earlier than 2 hours), the head of the PES in the presence of an authorized SEC (FEC) organizes the decoding, replication on paper and packaging of KIM.

37. Before the start of the exam, the organizers instruct the USE participants, including informing the USE participants about the procedure for conducting the exam, the rules for filling out the forms for USE participants, the duration of the exam, the procedure for filing appeals about violations of the established procedure for conducting the USE in a general education subject and about disagreement with the points given, about cases of removal from the exam, as well as about the time and place of familiarization with the results of the exam.

In the event that a USE participant discovers a marriage or incompleteness of examination materials, the organizers issue him a new set of examination materials.

Upon completion of filling in the registration fields of the USE forms by all USE participants, the organizers announce the start of the exam and the time it ends, after which the USE participants can proceed to the examination work.

During the exam, USE participants must follow the established procedure for conducting the USE and follow the instructions of the organizers.

During the exam, USE participants are not entitled to communicate with each other, move freely around the classroom and PES, or use reference materials.

It is forbidden to place in the PES during the exams, the participants of the exam and persons involved in its conduct are prohibited to carry and use means of communication and electronic computing equipment (including calculators), except in cases established by the regulatory legal acts of the Russian Federation 9 .

When it is established that the indicated persons have and (or) use means of communication and electronic computing equipment during the Unified State Examination or otherwise violate the established procedure for conducting the Unified State Examination, the authorized representatives of the SEC (FEC) remove these persons from the PES and draw up an act of removal from the exam.

The act of removal from the exam on the same day is sent to the SEC (FEC) to verify the fact of removal from the exam and to the RTSOI to be taken into account when processing the USE forms.

The examination is conducted in a calm and friendly environment.

38. If the USE participant, for objective reasons, cannot complete the examination work, then he can leave the audience ahead of schedule.

In this case, the authorized representative of the SEC (FEC) draws up an act on the early completion of the exam for objective reasons, which is sent on the same day to the SEC (FEC) and the RCOI to be taken into account when processing the USE forms.

39. When conducting the exam in foreign languages, the exam includes the section "Listening", all tasks for which are recorded on audio.

The organizers set up the audio playback tool so that all USE participants can hear it. The audio recording is listened to by the USE participants twice, after which the USE participants can proceed to the examination work.

40. At the end of the exam, the organizers announce the end of the exam and collect exam materials from the USE participants. The organizers pack the collected examination materials in separate packages in the presence of the USE participants. On each package, the organizers mark the name, address and number of the PES, the number of the audience, the name of the general education subject on which the exam was conducted, and the number of materials in the package.

USE participants who completed the examination paper ahead of schedule can hand it over to the organizers and leave the PES without waiting for the end of the exam.

Upon completion of the exam, an authorized representative of the SEC (FEC) draws up a report on the USE in the PES, which is submitted to the SEC (FEC).

41. Sealed packages with exam papers of USE participants are delivered on the same day by authorized representatives of the SEC from the PES to the RCOI (with the exception of PES organized in hard-to-reach and remote areas and foreign educational institutions).

Unused examination materials and used CMMs are sent to the executive authority of the constituent entity of the Russian Federation to ensure their storage until December 31 of the current year. After the expiration of the specified period, the listed materials are destroyed in the prescribed manner.

In PES organized in hard-to-reach and remote areas and foreign educational institutions, immediately after the completion of the exam, the USE forms are scanned in the presence of an authorized SEC (FEC) and the head of the PES. Scanned images of the USE forms are transferred to the RTsOI for further processing. All used and unused examination materials are stored in the PES until December 31 of the current year. Upon the expiration of the specified period, these materials are destroyed in the prescribed manner.

VI. Checking the exam papers of USE participants

42. Checking the examination papers of USE participants includes:

processing of USE forms;

checking the answers of the USE participants to the tasks of the examination paper with a detailed answer;

centralized verification of examination papers of USE participants.

43. The processing of the USE forms is carried out by the RTSOI using special hardware and software.

44. RTSOI processes the USE forms in all general education subjects. At the same time, the processing of the USE forms in the Russian language and mathematics is completed by the RTSOI no later than six calendar days after the relevant exam (including the verification of answers to the tasks of the examination paper with a detailed answer by the subject commissions); for other general education subjects - no later than four calendar days after the relevant exam; for exams held in additional terms (in cases provided for by this Procedure) - no later than three calendar days after the relevant exam.

45. Processing of examination papers of USE participants includes:

scanning of USE forms;

recognition of information entered into the USE forms;

reconciliation of the recognized information with the original information entered in the USE forms;

providing the subject commissions with depersonalized copies of the forms with the answers of the USE participants to the tasks of the examination paper with a detailed answer, as well as forms of protocols for checking the examination papers of the USE participants;

scanning, recognition and verification of the recognized information with the original information entered in the protocols for checking the examination papers of the USE participants.

46. ​​The examination papers of the USE participants that have been processed are stored in the RCSC in a room that excludes access to them by unauthorized persons and allows ensuring the safety of these materials until December 31 of the current year and after the specified period are destroyed in the prescribed manner.

47. Verification of answers to tasks of examination papers with a detailed answer is carried out by subject commissions.

48. As part of the verification of examination papers of USE participants, subject commissions:

accept for consideration impersonal copies of the USE forms, on which the answers of the USE participants to the tasks of the examination paper with a detailed answer are drawn up;

check the answers of the USE participants to the tasks of the examination work with a detailed answer and assessment.

49. The answers of the USE participants to the tasks of the examination work with a detailed answer are checked by two members of the subject commission (hereinafter referred to as experts).

50. According to the results of the check, the experts independently assign points for each answer to the tasks of the examination paper with a detailed answer. The results of each assessment are entered into the protocol of verification by the subject commissions of the detailed answers of the USE participants, which, after filling out, are transferred to the RCOI for further processing.

51. In the event of a discrepancy in the scores given by two experts, a check by the third expert is assigned.

52. The third expert is appointed by the chairman of the subject committee from among the members of the subject committee who have not previously checked this examination paper.

53. The third expert checks and assigns points only for those answers to tasks in which a discrepancy in the scores of two experts was found. The third expert is provided with information about the scores given by the experts who previously checked the examination work of the USE participant. The scores of the third expert are final.

54. The distribution of work among the members of the subject committees, the determination of the final scores for the answers of the USE participants to the tasks of the examination work with a detailed answer, as well as the determination of the need for verification by a third expert, are carried out automatically, using specialized hardware and software of the RCI.

55. In order to increase the objectivity of checking the examination papers of USE participants, by an agreed decision of the SEC of the constituent entities of the Russian Federation, it is possible to organize the exchange of examination papers of USE participants between the constituent entities of the Russian Federation (hereinafter referred to as interregional cross-checking).

Organizational and technological support for the interregional cross-checking of the examination papers of USE participants (including the transfer of depersonalized copies of the forms on which the answers of USE participants to the tasks of the examination work with a detailed answer are issued) is carried out by the RCI of the relevant subjects of the Russian Federation with the assistance of an authorized organization.

56. Immediately upon completion of the processing and verification of the examination papers of the USE participants, the RCSI sends to the authorized organization the results of processing the USE forms, as well as the results of checking the answers of the USE participants to the tasks of the examination work with a detailed answer.

57. After receiving the results of processing the USE forms, as well as the results of checking the answers of the USE participants to the tasks of the examination paper with a detailed answer from all constituent entities of the Russian Federation, the authorized organization ensures that the examination papers of the USE participants are checked centrally.

58. Centralized verification includes:

reconciliation of the answers of the USE participants to the tasks of the examination work with a choice of answers and with a short answer with the correct answers to these tasks;

determination of the primary USE scores (the sum of points for correctly completed tasks of the examination paper) for each participant of the USE based on the results of reconciliation of the answers of the USE participants to the tasks of the examination paper with a choice of answers and with a short answer with correct answers and the results of checking the answers of the USE participants to the tasks of the examination paper with extended answer;

transfer of primary USE scores to a hundred-point grading system.

59. The centralized verification is completed no later than five working days from the date of receipt of the results of processing the USE forms, as well as the results of checking the answers of the USE participants to the tasks of the examination paper with a detailed answer from all subjects of the Russian Federation. Upon completion of the centralized verification of the examination papers of the USE participants, the authorized organization ensures the transfer of the results of the USE to the RCSI.

VII. Approval and cancellation of the results of the exam

60. The SEC (FEC) at its meeting considers the results of the USE for each general education subject and decides on their approval or cancellation in the cases provided for by this Procedure. The approval of the USE results is carried out within one working day from the moment the results of the centralized verification of the examination papers of the USE participants are received.

61. If the conflict commission has satisfied the appeal of the USE participant about the violation of the established procedure for conducting the USE, the SEC (FEC) decides to cancel the USE result of this participant in the corresponding general education subject, as well as to admit him to the USE in the additional terms provided for by the unified schedule exams.

If there are facts of violation by the USE participant of the established procedure for conducting the USE, the SEC (FEC) decides to cancel the result of this USE participant in the corresponding general education subject.

The decision to cancel the results of the Unified State Examination in the cases provided for by this Procedure is made within two working days from the date of the decision of the conflict commission on the satisfaction of the appeal about the violation of the established procedure for conducting the Unified State Examination or from the moment of documentary confirmation of the fact that the participant of the Unified State Examination violated the established procedure for conducting the Unified State Examination.

If, in the cases provided for by this Procedure, the examination papers of the USE participants were rechecked, then the SEC (FEC) decides on the need to revise the results of the USE participants based on the results of the recheck.

62. After approval, the USE results are transferred to educational institutions, as well as local governments and founders to familiarize the USE participants with the USE results they received.

Familiarization of the USE participants with the USE results obtained by them in a general education subject is carried out no later than three working days from the date of their approval by the SEC.

Familiarization of USE participants can be carried out using information and communication technologies in accordance with the requirements of the legislation of the Russian Federation in the field of personal data protection.

The SEC protocols on the approval of the USE results are sent to the executive authority of the constituent entity of the Russian Federation to organize the execution and issuance of certificates of the USE results.

VIII. Reception and consideration of appeals

63. In order to ensure the right to objective assessment, USE participants are given the right to file an appeal in writing about a violation of the established procedure for conducting the USE in a general education subject and (or) disagreement with the points given to the conflict commission.

64. The conflict commission does not consider appeals on the content and structure of KIM in general education subjects, as well as on issues related to the violation by the USE participant of the established requirements for the examination work.

65. The procedure, deadlines and place for accepting appeals are brought to the attention of the USE participants, their parents (legal representatives), heads of educational institutions no later than 2 weeks before the start of the USE.

66. When considering an appeal, the verification of the facts set forth in it cannot be carried out by persons who took part in the organization and (or) conduct of the corresponding exam, or who previously checked the examination work of the USE participant who filed the appeal.

67. In order to perform its functions, the conflict commission has the right to request from authorized persons and organizations the necessary documents and information, including USE forms, information about the persons who were present at the USE, on compliance with the USE procedure.

68. When considering an appeal, a USE participant and (or) his parents (legal representatives), as well as public observers, may be present.

The hearing of the appeal is conducted in a calm and friendly atmosphere.

69. An appeal about a violation of the established procedure for conducting the USE in a general education subject is submitted by the USE participant on the day of the examination in the relevant general education subject to an authorized representative of the SEC, without leaving the PES.

70. In order to verify the information contained in the appeal about the violation of the established procedure for conducting the exam, an authorized representative of the SEC creates a commission and organizes an audit.

This commission may include the head of the PES, organizers, public observers, medical workers and representatives of law enforcement agencies.

The results of the audit are drawn up in the form of a commission conclusion. The appeal and the conclusion of the commission on the results of the audit are transmitted on the same day by the authorized representative of the SEC to the conflict commission.

71. When considering an appeal about a violation of the established procedure for conducting the exam, the conflict commission considers the appeal and the conclusion of the commission on the results of the test and makes one of the decisions:

to dismiss the appeal;

on the appeal.

If the appeal is satisfied, the USE result, according to which the USE participant filed an appeal, is canceled and the USE participant is given the opportunity to take the USE in this general education subject on another day, provided for by the unified exam schedule.

72. An appeal of disagreement with the points given can be filed within two working days from the date of the announcement of the results of the USE in the relevant general education subject.

Graduates of the current year can file an appeal about disagreement with the points given to the educational institution in which they were admitted in the prescribed manner to the state (final) certification, other participants in the exam - to the PPE.

USE participants must be informed in advance of the time and place of consideration of appeals.

73. The head of the PES or educational institution who accepted the appeal must immediately transfer it to the conflict commission.

74. The USE participant who filed the appeal is given the opportunity to make sure that his examination paper has been checked and evaluated in accordance with the established requirements.

When considering an appeal of disagreement with the points given, the conflict commission requests to the RCOI printed images of the examination paper and KIM of the USE participant who filed the appeal, which are then presented to the USE participant.

The USE participant must confirm that he has been presented with images of the examination work he completed.

75. If there are disputable questions on the assessment of tasks with a detailed answer, the conflict commission establishes the correctness of the assessment of the examination work of the USE participant. In this case, members of the subject commission for the relevant general education subject may be involved in the consideration of the appeal.

When considering appeals of disagreement with the points given in a general education subject, the conflict commission has the right to contact the authorized organization with a request for additional clarifications on the content of the tasks of the examination work of the USE participant.

76. Based on the results of consideration of the appeal on disagreement with the points given, the conflict commission decides whether to reject the appeal and keep the points set, or to satisfy the appeal and assign other points.

In case of detection of errors in the processing and (or) verification of the examination work of the USE participant, the conflict commission transmits the relevant information to the RCSI for transfer to an authorized organization in order to recalculate the results of the USE.

The authorized organization submits the USE results changed as a result of the recalculation to the RTSOI, which submits them for further approval by the SEC.

77. The conflict commission (federal conflict commission) considers an appeal about a violation of the established procedure for conducting the exam no more than two working days, and an appeal about disagreement with the points given - no more than four working days from the date of its submission by the participant of the exam. Information on the results of consideration of the appeal by the conflict commission (federal conflict commission) is transmitted to the authorized organization within two calendar days from the date of the decision by the conflict commission (federal conflict commission).

3. Establish that paragraphs 47 and the Procedure for conducting state final certification for educational programs of secondary general education come into force on September 1, 2014.

It has been established how the state final certification (GIA) is carried out for educational programs of secondary general education.

There are the following forms of GIA.

The first is the exam. Graduates must pass mathematics and Russian. Other subjects are chosen at the discretion of the student. The second form is the state final exam. It is held in special educational and educational institutions of a closed type, in institutions that carry out punishment in the form of deprivation of liberty, as well as for persons with disabilities (including disabled people). At the same time, at the request of the examinees in individual subjects, the Unified State Examination can be conducted. For students who have chosen an exam in their native language and (or) native literature, the form of the exam is determined by the executive authorities of the regions.

Winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, as well as participants in international Olympiads, do not pass the GIA in the corresponding subject.

With the choice of disciplines that the student will take, you need to decide before March 1 (an appropriate application is submitted). Then items can be changed only for a good reason.

Particular attention is paid to the procedure for conducting the exam.

The exam is held according to a single schedule. At the same time, exams in compulsory subjects begin no earlier than May 25, and for the rest - no earlier than April 20 of the current year. For past graduates years of USE may be carried out ahead of time. There must be at least 2 days between mandatory exams and other exams.

During the exam, there are no more than 25 people in the classrooms. Premises not used for the exam are locked and sealed. Auditoriums are equipped with video surveillance equipment. The exam record is kept for at least 3 months.

On the desktop, in addition to examination materials, for example, there is a pen, a passport, medicines and food (if necessary), a form for sending comments to the SEC about violations of the GIA procedure.

It is established how the results of the exam are approved, as well as how an appeal is filed.

The previous acts relating to the GIA are no longer valid.

VII. Approval and cancellation of the results of the exam

62. The SEC (FEC) at its meeting considers and approves the results of the USE in each general education subject.

63. If the conflict commission has satisfied the appeal of the USE participant about the violation of the established procedure for conducting the USE, the SEC (FEC) decides to cancel the USE result of this participant in the relevant general education subject, as well as to admit him to the USE on another day, provided for by the unified schedule conducting the exam.

Familiarization of USE participants with the results obtained by them when passing the USE in the cases established by paragraphs 8 and 30 of this Procedure is carried out within the time limits determined by the executive authority of the constituent entity of the Russian Federation that manages education, but no later than three working days from the date of their approval HEC.
